Bill Title: Amends the Illinois Vehicle Code. Provides that a vehicle passing around a rotary traffic island shall not pass another vehicle passing around the same rotary traffic island if the other vehicle is over 10 feet wide or more than 40 feet long. Provides that a violation of the new provisions is a petty offense.

| 1 | AN ACT concerning transportation.
| ||||||||||||||||||||||||
| 2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||
| 3 | represented in the General Assembly:
| ||||||||||||||||||||||||
| 4 | Section 5. The Illinois Vehicle Code is amended by changing | ||||||||||||||||||||||||
| 5 | Section 11-708 as follows:
| ||||||||||||||||||||||||
| 6 | (625 ILCS 5/11-708) (from Ch. 95 1/2, par. 11-708)
| ||||||||||||||||||||||||
| 7 | Sec. 11-708. One-way roadways and rotary traffic islands. | ||||||||||||||||||||||||
| 8 | (a) The Department and local authorities, with respect to | ||||||||||||||||||||||||
| 9 | highways under
their respective jurisdictions, may designate | ||||||||||||||||||||||||
| 10 | any highway, roadway, part of
a roadway or specific lanes upon | ||||||||||||||||||||||||
| 11 | which vehicular traffic shall proceed in
one direction at all | ||||||||||||||||||||||||
| 12 | or such times as shall be indicated by official
traffic control | ||||||||||||||||||||||||
| 13 | devices.
| ||||||||||||||||||||||||
| 14 | (b) Upon a roadway so designated for one-way traffic, a | ||||||||||||||||||||||||
| 15 | vehicle shall be
driven only in the direction designated at all | ||||||||||||||||||||||||
| 16 | or such times as shall be
indicated by official traffic control | ||||||||||||||||||||||||
| 17 | devices.
| ||||||||||||||||||||||||
| 18 | (c) A vehicle passing around a rotary traffic island must | ||||||||||||||||||||||||
| 19 | be driven only
to the right of such island.
| ||||||||||||||||||||||||
| 20 | (c-5) A vehicle passing around a rotary traffic island | ||||||||||||||||||||||||
| 21 | shall not pass other vehicles passing around the same rotary | ||||||||||||||||||||||||
| 22 | traffic island if the other vehicle is over 10 feet wide or | ||||||||||||||||||||||||
| 23 | more than 40 feet long. Any person convicted of a violation of | ||||||||||||||||||||||||

| 1 | this subsection (c-5) shall be guilty of a petty offense as | ||||||
| 2 | provided under Section 16-104 of this Code. | ||||||
| 3 | (d) Whenever any highway has been divided into 2 or more | ||||||
| 4 | roadways by
leaving an intervening space or by a physical | ||||||
| 5 | barrier or a clearly
indicated dividing section so constructed | ||||||
| 6 | as to impede vehicular traffic,
every vehicle must be driven | ||||||
| 7 | only upon the right-hand roadway unless
directed or permitted | ||||||
| 8 | to use another roadway by official traffic-control
devices or | ||||||
| 9 | police officers. No vehicle may be driven over, across, or
| ||||||
| 10 | within any such dividing space, barrier, or section, except | ||||||
| 11 | through an
opening in the physical barrier, or dividing | ||||||
| 12 | section, or space, or at a
cross-over or intersection as | ||||||
| 13 | established by public authority.
| ||||||
| 14 | (e) The driver of a vehicle may turn left across a paved | ||||||
| 15 | noncurbed
dividing space unless prohibited by an official | ||||||
| 16 | traffic-control device.
