Bill Title: Amends the State Finance Act and Illinois Vehicle Code to provide for the issuance of International Lions Club license plates. Creates the Illinois Lions Fund as a special fund in the State treasury. Provides that the applicant shall pay an additional fee of $35 for original issuance of the plates, of which $20 shall be deposited into the Illinois Lions Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $22 shall be charged for each renewal, of which $20 shall be deposited into the Illinois Lions Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. Provides that moneys in the Illinois Lions Fund shall be paid as grants to the Lions of Illinois Foundation, to be used as grants to any Lions Club, Lioness Club, or Leo Club in the State to provide funding for the detection, treatment, or rehabilitation of visual and hearing impairment.

2 | Be it enacted by the People of the State of Illinois,

4 | Section 5. The State Finance Act is amended by adding | ||||||||||||||||||||||||||
5 | Section 5.811 as follows:

7 | Sec. 5.811. The Illinois Lions Fund.

11 | Sec. 3-699. International Lions Club license plates. | ||||||||||||||||||||||||||
12 | (a) The Secretary, upon receipt of an application made in | ||||||||||||||||||||||||||
13 | the form prescribed by the Secretary, may issue special | ||||||||||||||||||||||||||
14 | registration plates designated as International Lions Club | ||||||||||||||||||||||||||
15 | license plates. The special plates issued under this Section | ||||||||||||||||||||||||||
16 | shall be affixed only to passenger vehicles of the first | ||||||||||||||||||||||||||
17 | division and motor vehicles of the second division weighing not | ||||||||||||||||||||||||||
18 | more than 8,000 pounds. Plates issued under this Section shall | ||||||||||||||||||||||||||
19 | expire according to the multi-year procedure established by | ||||||||||||||||||||||||||
20 | Section 3-414.1 of this Code. | ||||||||||||||||||||||||||
21 | (b) The design and color of the plates is wholly within the |

1 | discretion of the Secretary. The Secretary may allow the plates | ||||||
2 | to be issued as vanity plates or personalized under Section | ||||||
3 | 3-405.1 of the Code. The Secretary shall prescribe stickers or | ||||||
4 | decals as provided under Section 3-412 of this Code. | ||||||
5 | (c) An applicant for the special plate shall be charged a | ||||||
6 | $35 fee for original issuance in addition to the appropriate | ||||||
7 | registration fee. Of this fee, $20 shall be deposited into the | ||||||
8 | Illinois Lions Fund and $15 shall be deposited into the | ||||||
9 | Secretary of State Special License Plate Fund, to be used by | ||||||
10 | the Secretary to help defray administrative processing costs. | ||||||
11 | For each registration renewal period, a $22 fee, in | ||||||
12 | addition to the appropriate registration fee, shall be charged. | ||||||
13 | Of this fee, $20 shall be deposited into the Illinois Lions | ||||||
14 | Fund and $2 shall be deposited into the Secretary of State | ||||||
15 | Special License Plate Fund. | ||||||
16 | (d) The Illinois Lions Fund is created as a special fund in | ||||||
17 | the State treasury. All money in the Illinois Lions Fund shall | ||||||
18 | be paid, subject to appropriation by the General Assembly and | ||||||
19 | distribution by the Secretary, as grants to the Lions of | ||||||
20 | Illinois Foundation, to be used as grants to any Lions Club, | ||||||
21 | Lioness Club, or Leo Club in the State to provide funding for | ||||||
22 | the detection, treatment, or rehabilitation of visual and | ||||||
23 | hearing impairment.
