Bill Title: Amends the State Finance Act and Illinois Vehicle Code to provide for the issuance of International Lions Club license plates. Creates the Illinois Lions Fund as a special fund in the State treasury. Provides that the applicant shall pay an additional fee of $35 for original issuance of the plates, of which $20 shall be deposited into the Illinois Lions Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $22 shall be charged for each renewal, of which $20 shall be deposited into the Illinois Lions Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. Provides that moneys in the Illinois Lions Fund shall be paid as grants to the Lions of Illinois Foundation, to be used as grants to any Lions Club, Lioness Club, or Leo Club in the State to provide funding for the detection, treatment, or rehabilitation of visual and hearing impairment.

1 AN ACT concerning transportation.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The State Finance Act is amended by adding
5Section 5.811 as follows:
6 (30 ILCS 105/5.811 new)
7 Sec. 5.811. The Illinois Lions Fund.
8 Section 10. The Illinois Vehicle Code is amended by adding
9Section 3-699 as follows:

11 Sec. 3-699. International Lions Club license plates.
12 (a) The Secretary, upon receipt of an application made in
13the form prescribed by the Secretary, may issue special
14registration plates designated as International Lions Club
15license plates. The special plates issued under this Section
16shall be affixed only to passenger vehicles of the first
17division and motor vehicles of the second division weighing not
18more than 8,000 pounds. Plates issued under this Section shall
19expire according to the multi-year procedure established by
20Section 3-414.1 of this Code.
21 (b) The design and color of the plates is wholly within the

1discretion of the Secretary. The Secretary may allow the plates
2to be issued as vanity plates or personalized under Section
33-405.1 of the Code. The Secretary shall prescribe stickers or
4decals as provided under Section 3-412 of this Code.
5 (c) An applicant for the special plate shall be charged a
6$35 fee for original issuance in addition to the appropriate
7registration fee. Of this fee, $20 shall be deposited into the
8Illinois Lions Fund and $15 shall be deposited into the
9Secretary of State Special License Plate Fund, to be used by
10the Secretary to help defray administrative processing costs.
11 For each registration renewal period, a $22 fee, in
12addition to the appropriate registration fee, shall be charged.
13Of this fee, $20 shall be deposited into the Illinois Lions
14Fund and $2 shall be deposited into the Secretary of State
15Special License Plate Fund.
16 (d) The Illinois Lions Fund is created as a special fund in
17the State treasury. All money in the Illinois Lions Fund shall
18be paid, subject to appropriation by the General Assembly and
19distribution by the Secretary, as grants to the Lions of
20Illinois Foundation, to be used as grants to any Lions Club,
21Lioness Club, or Leo Club in the State to provide funding for
22the detection, treatment, or rehabilitation of visual and
23hearing impairment.
