Bill Title: Amends the Department of Veterans' Affairs Act. Requires the Department of Veterans' Affairs to create a mental health pilot program to provide supportive services to active duty service members, veterans, and their families. Contains requirements for the pilot program. Requires the Department to provide follow-up interviews with families who participate in the pilot program to determine the effectiveness of services and classes offered under the pilot program. Provides that the Department may adopt any rules necessary to implement the pilot program.

1 | AN ACT concerning State government.

2 | Be it enacted by the People of the State of Illinois,

3 | represented in the General Assembly:

4 | Section 5. The Department of Veterans' Affairs Act is | ||||||||||||||||||||||||
5 | amended by adding Section 2.14 as follows:

6 | (20 ILCS 2805/2.14 new) | ||||||||||||||||||||||||
7 | Sec. 2.14. Mental health pilot program. The Department | ||||||||||||||||||||||||
8 | shall create a mental health pilot program to provide | ||||||||||||||||||||||||
9 | supportive services to active duty service members, veterans, | ||||||||||||||||||||||||
10 | and their families. The pilot program shall offer informational | ||||||||||||||||||||||||
11 | services and counseling to families on how best to support | ||||||||||||||||||||||||
12 | service members during their deployment and upon their reentry | ||||||||||||||||||||||||
13 | to civilian life. The pilot program shall also provide a | ||||||||||||||||||||||||
14 | general education course to family members on how to help | ||||||||||||||||||||||||
15 | service members and veterans adjust to the physical and mental | ||||||||||||||||||||||||
16 | challenges they might face after returning home from active | ||||||||||||||||||||||||
17 | duty. The Department shall provide follow-up interviews with | ||||||||||||||||||||||||
18 | families who participate in the pilot program to determine the | ||||||||||||||||||||||||
19 | effectiveness of services and classes offered under the pilot | ||||||||||||||||||||||||
20 | program. The Department may adopt any rules necessary to | ||||||||||||||||||||||||
21 | implement the pilot program.
