Bill Title: Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Provides that the Department shall develop and implement a public education program to educate the public about the provisions of the Illinois Controlled Substances Act granting limited immunity from prosecution for drug overdose victims or persons seeking help for drug overdose victims if the only evidence for the possession charge was obtained as a result of the person seeking or obtaining emergency medical assistance.

AMENDMENT TO HOUSE BILL 5530
2 AMENDMENT NO. ______. Amend House Bill 5530 by replacing
3everything after the enacting clause with the following:
4 "Section 5. The Alcoholism and Other Drug Abuse and
5Dependency Act is amended by adding Section 20-20 as follows:
6 (20 ILCS 301/20-20 new)
7 Sec. 20-20. Immunity from prosecution; drugs; public
8education program. The Department shall develop and implement a
9public education program to educate the public about the
10provisions set forth in Section 414 of the Illinois Controlled
11Substances Act, also referred to as the Good Samaritan Overdose
12Law, granting limited immunity from prosecution for drug
13overdose victims or persons seeking help for drug overdose
14victims if the only evidence for the possession charge was
15obtained as a result of the person seeking or obtaining
16emergency medical assistance.".
