Bill Title: Amends the Public Utilities Act. Requires the Commission on Government Forecasting and Accountability to publish a report that contains a list of any charges, either required or permitted by law or approved by the Illinois Commerce Commission, that are charged by an electric utility on a residential customer's monthly utility bill, other than delivery or supply charges. Provides that the Commission on Government Forecasting and Accountability shall deliver the report to the Illinois Commerce Commission, President of the Senate, Minority Leader of the Senate, Speaker of the House of Representatives, and Minority Leader of the House of Representatives no later than 12 months after the effective date of the amendatory Act. Requires the Illinois Commerce Commission to maintain a website with a link to the completed report.

| 1 | AN ACT concerning regulation. | ||||||
| 2 | Be it enacted by the People of the State of Illinois, | ||||||
| 3 | represented in the General Assembly: | ||||||
| 4 | Section 5. The Public Utilities Act is amended by adding | ||||||
| 5 | Section 9-254 as follows: | ||||||
| 6 | (220 ILCS 5/9-254 new) | ||||||
| 7 | Sec. 9-254. Utility charge transparency website and | ||||||
| 8 | report. | ||||||
| 9 | (a) The Commission on Government Forecasting and | ||||||
| 10 | Accountability shall publish a report that contains a list of | ||||||
| 11 | any charges, either required or permitted by law or approved | ||||||
| 12 | by the Commission, that are charged by an electric utility on a | ||||||
| 13 | residential customer's monthly utility bill, other than | ||||||
| 14 | delivery or supply charges. The Commission on Government | ||||||
| 15 | Forecasting and Accountability shall include the following | ||||||
| 16 | information for any charge in the list: | ||||||
| 17 | (1) the statutory authority for the charge or the | ||||||
| 18 | Commission order approving the charge; | ||||||
| 19 | (2) the entity or fund to which the charge is | ||||||
| 20 | remitted; | ||||||
| 21 | (3) any programs or services supported by the charge; | ||||||
| 22 | and | ||||||
| 23 | (4) the full amount collected annually from the charge | ||||||

| 1 | in calendar year 2025. | ||||||
| 2 | (b) The Commission on Government Forecasting and | ||||||
| 3 | Accountability shall deliver the report to the Commission, | ||||||
| 4 | President of the Senate, Minority Leader of the Senate, | ||||||
| 5 | Speaker of the House of Representatives, and Minority Leader | ||||||
| 6 | of the House of Representatives no later than 12 months after | ||||||
| 7 | the effective date of this amendatory Act of the 104th General | ||||||
| 8 | Assembly. The Commission, the State Comptroller, the | ||||||
| 9 | Department of Commerce and Economic Opportunity, and each | ||||||
| 10 | electric utility in this State shall submit any information | ||||||
| 11 | requested by the Commission on Government Forecasting and | ||||||
| 12 | Accountability pursuant to this Section in a timely manner. | ||||||
| 13 | The Commission shall maintain a website with a link to the | ||||||
| 14 | completed report. The Commission may, in addition to a link to | ||||||
| 15 | the completed report, provide a link on the website to other | ||||||
| 16 | websites that contain similar information. | ||||||
