Bill Title: Amends the Child Care Act of 1969. Provides that day care centers, day care homes, and group day care homes may not require a parent or guardian applying to enroll his or her child in a day care program to pay an application fee or holding fee if the parent or guardian is receiving child care assistance through a private or public entity. Effective immediately.

AN ACT concerning regulation.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The Child Care Act of 1969 is amended by adding
Section 5.11 as follows:
(225 ILCS 10/5.11 new)
Sec. 5.11. Day care application fees. Day care centers, day
care homes, and group day care homes may not require a parent
or guardian applying to enroll his or her child in a day care
program to pay an application fee or holding fee if the parent
or guardian is receiving child care assistance through a
private or public entity.
Section 99. Effective date. This Act takes effect upon
becoming law.
