Bill Title: Amends the Small Business Contract Act. Provides that the State's 10% small business contracting goal can be met by contracts or subcontracts. Provides that the chief procurement officers, individually or as a group, may provide presentations at which small businesses may learn about the State contracting process. Provides each chief procurement officer with rulemaking authority to carry out his or her responsibilities under the Act.

AN ACT concerning finance.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The Small Business Contracts Act is amended by
changing Section 10 and by adding Sections 12 and 25 as
follows:
(30 ILCS 503/10)
Sec. 10. Award of State contracts.
(a) Not less than 10% of the total dollar amount of State
contracts shall be established as a goal to be awarded as a
contract or subcontract to small businesses.
(b) The percentage in subsection (a) relates to the total
dollar amount of State contracts during each State fiscal year,
calculated by examining independently each type of contract for
each State official or agency which lets such contracts.

Sec. 12. Contracting process presentations. During each
fiscal year, the chief procurement officers appointed pursuant
to Section 10-20 of the Illinois Procurement Code, individually
or as a group, may provide presentations at which small
businesses may learn about the contracting process and how to

apply for contracts.

Sec. 25. Rulemaking. Subject to the rulemaking provisions
of the Illinois Administrative Procedure Act, each chief
procurement officer may promulgate rules to implement and
administer this Act.
