Bill Title: Amends the Small Business Contract Act. Provides that the State's 10% small business contracting goal can be met by contracts or subcontracts. Provides that the chief procurement officers, individually or as a group, may provide presentations at which small businesses may learn about the State contracting process. Provides each chief procurement officer with rulemaking authority to carry out his or her responsibilities under the Act.

| 1 | AN ACT concerning finance.

| 2 | Be it enacted by the People of the State of Illinois,

| 3 | represented in the General Assembly:

| 4 | Section 5. The Small Business Contracts Act is amended by | ||||||||||||||||||||||||||||
| 5 | changing Section 10 and by adding Sections 12 and 25 as | ||||||||||||||||||||||||||||
| 6 | follows:

| 7 | (30 ILCS 503/10)

| 8 | Sec. 10. Award of State contracts. | ||||||||||||||||||||||||||||
| 9 | (a) Not less than 10% of the total dollar amount of State | ||||||||||||||||||||||||||||
| 10 | contracts shall be established as a goal to be awarded as a | ||||||||||||||||||||||||||||
| 11 | contract or subcontract to small businesses. | ||||||||||||||||||||||||||||
| 12 | (b) The percentage in subsection (a) relates to the total | ||||||||||||||||||||||||||||
| 13 | dollar amount of State contracts during each State fiscal year, | ||||||||||||||||||||||||||||
| 14 | calculated by examining independently each type of contract for | ||||||||||||||||||||||||||||
| 15 | each State official or agency which lets such contracts.

| 3 | Sec. 25. Rulemaking. Subject to the rulemaking provisions | ||||||
| 4 | of the Illinois Administrative Procedure Act, each chief | ||||||
| 5 | procurement officer may promulgate rules to implement and | ||||||
| 6 | administer this Act.
