Bill Title: Amends the Transparency in College Textbook Publishing Practices Act. Prohibits a publisher of college textbooks from offering or giving anything of monetary value to any person involved in the selection of a textbook or supplemental material for a course taught at a public institution of higher education if the offer or gift influences or is intended to influence the action or judgment of the person in selecting a textbook or supplemental material. Prohibits a person involved in the selection of a textbook or supplemental material for a course taught at an institution from soliciting or accepting anything of monetary value from a publisher of college textbooks if the solicitation or acceptance influences or is intended to influence the action or judgment of the person in selecting a textbook or supplemental material. Sets forth exceptions to these prohibitions. Provides that a person who violates the prohibitions is guilty of a petty offense. Effective July 1, 2013.

AMENDMENT TO HOUSE BILL 5068
AMENDMENT NO. ______. Amend House Bill 5068 by replacing
line 20 on page 1 through line 1 on page 2 with the following:
"(c) This Section does not apply to the following:
(1) sample copies of textbooks or instructional
materials, instructor copies of textbooks or instructional
materials, or other instructional materials that are not to
be sold by faculty, staff, or bookstores;
(2) royalties or other compensation from the sale of
textbooks or instructional materials that include the
writing or work of the person;
(3) honoraria for the academic peer review of
instructional materials; and
(4) training in the use of instructional materials and
technologies.".
