Bill Title: Amends the Energy Efficient Building Act. Provides that the term "Code" means the 2021 edition of the International Code Council's International Energy Conservation Code (currently, the latest published edition). Effective immediately.

2 | Be it enacted by the People of the State of Illinois, | |||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Energy Efficient Building Act is amended by | |||||||||||||||||||
5 | changing Section 10 as follows:

7 | Sec. 10. Definitions. | |||||||||||||||||||
8 | "Agency" means the Environmental Protection Agency. | |||||||||||||||||||
9 | "Board" means the Capital Development Board. | |||||||||||||||||||
10 | "Building" includes both residential buildings and | |||||||||||||||||||
11 | commercial buildings. | |||||||||||||||||||
12 | "Code" means the 2021 latest published edition of the | |||||||||||||||||||
13 | International Code Council's International Energy Conservation | |||||||||||||||||||
14 | Code as adopted by the Board, including any published | |||||||||||||||||||
15 | supplements adopted by the Board and any amendments and | |||||||||||||||||||
16 | adaptations to the Code that are made by the Board. | |||||||||||||||||||
17 | "Commercial building" means any building except a building | |||||||||||||||||||
18 | that is a residential building, as defined in this Section. | |||||||||||||||||||
19 | "Municipality" means any city, village, or incorporated | |||||||||||||||||||
20 | town. | |||||||||||||||||||
21 | "Residential building" means (i) a detached one-family or | |||||||||||||||||||
22 | 2-family dwelling or (ii) any building that is 3 stories or | |||||||||||||||||||
23 | less in height above grade that contains multiple dwelling |

1 | units, in which the occupants reside on a primarily permanent | ||||||
2 | basis, such as a townhouse, a row house, an apartment house, a | ||||||
3 | convent, a monastery, a rectory, a fraternity or sorority | ||||||
4 | house, a dormitory, and a rooming house; provided, however, | ||||||
5 | that when applied to a building located within the boundaries | ||||||
6 | of a municipality having a population of 1,000,000 or more, | ||||||
7 | the term "residential building" means a building containing | ||||||
8 | one or more dwelling units, not exceeding 4 stories above | ||||||
9 | grade, where occupants are primarily permanent. | ||||||
10 | "Site energy index" means a scalar published by the | ||||||
11 | Pacific Northwest National Laboratories representing the ratio | ||||||
12 | of the site energy performance of an evaluated code compared | ||||||
13 | to the site energy performance of the 2006 International | ||||||
14 | Energy Conservation Code. A "site energy index" includes only | ||||||
15 | conservation measures and excludes net energy credit for any | ||||||
16 | on-site or off-site energy production. | ||||||
