Bill Title: Amends the Illinois Municipal Code. Provides for a veteran's and educational preference for appointments to offices, positions, and places of employment in the police department of non-home rule municipalities that do not have a civil service commission or board of fire and police commissioners in the municipality. Requirements for the veteran's and educational preference include a specified associate degree, successful completion of the Minimum Standards Basic Law Enforcement Training Course, and specified military or naval service of the United States. Provides for an employment preference for persons who have participated in a municipality's police explorer or cadet program. Provides that the preference points awarded under these provisions are not cumulative. Effective immediately.

Amends the Illinois Municipal Code. 1 AN ACT concerning local government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Municipal Code is amended by adding
5Section 11-1-10.5 as follows:
6 (65 ILCS 5/11-1-10.5 new)
7 Sec. 11-1-10.5. Veteran's and educational preference;
8police explorer and cadet program preference.
9 (a) This Section applies to a non-home rule municipality
10which has established a police department not subject to
11Division 1 or Division 2.1 of Article 10 of this Code.
12 (b) Individuals meeting the following requirements shall
13be preferred for appointments to offices, positions, and places
14of employment in the police department of the municipality:
15 (1) persons who have successfully obtained an
16 associate degree in the field of law enforcement, criminal
17 justice, fire service, or emergency medical services, or a
18 bachelor's degree from an accredited college or
19 university;
20 (2) persons who have been awarded a certificate
21 attesting to the successful completion of the Minimum
22 Standards Basic Law Enforcement Training Course as
23 provided in the Illinois Police Training Act and are

1 currently serving as a law enforcement officer on a
2 part-time or full-time basis within the State of Illinois;
3 and
4 (3) persons who were engaged in the active military or
5 naval service of the United States for a period of at least
6 one year and who were honorably discharged from active
7 military or naval service of the United States, or who are
8 now or may hereafter be on inactive or reserve duty in the
9 military or naval service (not including, however, in the
10 case of offices, positions, and places of employment in the
11 police department, persons who were convicted by
12 court-martial of disobedience of orders, where such
13 disobedience consisted in the refusal to perform military
14 service on the ground of religious or conscientious
15 objections against war).
16 As used in this Section, if a person has been deployed,
17then "active duty military or naval service of the United
18States" includes training and service school attendance, as
19defined in 10 U.S.C. 101(d), which is ordered pursuant to 10
20U.S.C. 12301(d).
21 (c) Persons who have participated in a municipality's
22police explorer or cadet program may be preferred for
23appointments to offices, positions, and places of employment in
24municipal police departments.
25 (d) The preference points awarded under this Section are
26not cumulative.

1 Section 99. Effective date. This Act takes effect upon
2becoming law.
