1 | AN ACT concerning public aid.

2 | Be it enacted by the People of the State of Illinois, | |||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Illinois Public Aid Code is amended by | |||||||||||||||||||
5 | changing Section 5-1 as follows:

7 | Sec. 5-1. Declaration of purpose. It is the
the purpose of | |||||||||||||||||||
8 | this Article to
provide a program of essential
medical care and | |||||||||||||||||||
9 | rehabilitative services for persons receiving basic
| |||||||||||||||||||
10 | maintenance grants under this Code and for other persons who | |||||||||||||||||||
11 | are unable,
because of inadequate resources, to meet their | |||||||||||||||||||
12 | essential medical needs. | |||||||||||||||||||
13 | Preservation of health, alleviation of sickness, and | |||||||||||||||||||
14 | correction of
handicapping conditions for persons requiring | |||||||||||||||||||
15 | maintenance support are
essential if they are to have an | |||||||||||||||||||
16 | opportunity to become self-supporting or
to attain a greater | |||||||||||||||||||
17 | capacity for self-care. For persons who are medically
indigent | |||||||||||||||||||
18 | but otherwise able to provide themselves with a livelihood, it | |||||||||||||||||||
19 | is
of special importance to maintain their incentives for | |||||||||||||||||||
20 | continued
independence and preserve their limited resources | |||||||||||||||||||
21 | for ordinary maintenance
needs to prevent their total or | |||||||||||||||||||
22 | substantial dependency.
