1 AN ACT concerning government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Governmental Ethics Act is amended
5by changing Sections 1-109 and 2-101 and by adding Section
61-110.5 as follows:
7 (5 ILCS 420/1-109) (from Ch. 127, par. 601-109)
8 Sec. 1-109. "Lobbying" means promoting or opposing in any
9manner the passage by the General Assembly of any legislative
10matter or the passage by a unit of local government of any
11local legislative matter affecting the interests of any
12individual, association or corporation as distinct from those
13of the people of the State or a unit of local government as a
14whole.

17 Sec. 1-110.5. "Local legislative matter" means any bill,
18resolution, nomination, ordinance, or other issue or proposal
19pending before the unit of local government, its legislative
20body, or any committee, subcommittee, or commission thereof.

1 Sec. 2-101. No legislator or his or her spouse may engage
2in lobbying, as that term is defined in Section 1-109, if he or
3she accepts compensation specifically attributable to such
4lobbying, other than that provided by law for members of the
5General Assembly. Nothing in this Section prohibits a
6legislator or his or her spouse from lobbying without
7compensation.
8 A violation of this Section shall constitute a Class A
9misdemeanor.
