Bill Title: Amends the Illinois Governmental Ethics Act. Defines "lobbying" under the Act to include promoting or opposing in any manner the passage by a unit of local government of any local legislative matter affecting the interests of any individual, association, or corporation as distinct from those of the people or a unit of local government. Defines "local legislative matter".

2 | Be it enacted by the People of the State of Illinois,
| |||||||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Illinois Governmental Ethics Act is amended | |||||||||||||||||||||||
5 | by changing Sections 1-109 and 2-101 and by adding Section | |||||||||||||||||||||||
6 | 1-110.5 as follows:

8 | Sec. 1-109.
"Lobbying" means promoting or opposing in any | |||||||||||||||||||||||
9 | manner the
passage by the General Assembly of any legislative | |||||||||||||||||||||||
10 | matter or the passage by a unit of local government of any | |||||||||||||||||||||||
11 | local legislative matter affecting the
interests of any | |||||||||||||||||||||||
12 | individual, association or corporation as distinct from
those | |||||||||||||||||||||||
13 | of the people of the State or a unit of local government as a | |||||||||||||||||||||||
14 | whole.

17 | Sec. 1-110.5. "Local legislative matter" means any bill, | |||||||||||||||||||||||

20 | body, or any committee, subcommittee, or commission thereof.

1 | Sec. 2-101.
No legislator or his or her spouse may engage | ||||||
2 | in lobbying, as that term is defined
in Section 1-109, if he or | ||||||
3 | she accepts compensation specifically attributable
to such | ||||||
4 | lobbying, other than that provided by law for members of the
| ||||||
5 | General Assembly. Nothing in this Section prohibits a | ||||||
6 | legislator or his or her spouse from
lobbying without | ||||||
7 | compensation.

8 | A violation of this Section shall constitute a Class A | ||||||
9 | misdemeanor.
