Bill Title: Amends the School Code. Creates the School Transportation Renewable Fuels Task Force. Requires the task force to study the potential advantages and disadvantages of using biodiesel in school bus transportation by (1) conducting hearings to determine if biodiesel is currently used in Illinois school transportation and the value of such fuel usage, (2) determining the effects that biodiesel usage has on the long-term health of students, (3) studying the history of biodiesel usage in school transportation, (4) studying and reporting on current and past programs or incentives that promote or have promoted the use of biodiesel in school transportation, and (5) recommending programs or incentives that could increase the use of biodiesel in school transportation. Sets forth task force membership. Requires the Department of Transportation to provide staff and administrative support to the task force. Requires the task force to submit a report setting forth its findings and recommendations to the Governor and the General Assembly on or before January 1, 2015. Further provides that upon filing its report, the task force is dissolved. Repeals these provisions on January 1, 2016. Effective immediately.

SYNOPSIS AS INTRODUCED:

1 AN ACT concerning education.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The School Code is amended by adding Section
529-20 as follows:
6 (105 ILCS 5/29-20 new)
7 (Section scheduled to be repealed on January 1, 2016)
8 Sec. 29-20. School Transportation Renewable Fuels Task
9Force.
10 (a) There is created the School Transportation Renewable
11Fuels Task Force. The task force shall study the potential
12advantages and disadvantages of using biodiesel in school bus
13transportation by:
14 (1) conducting hearings to determine if biodiesel is
15 currently used in Illinois school transportation and the
16 value of such fuel usage;
17 (2) determining the effects that biodiesel usage has on
18 the long-term health of students;
19 (3) studying the history of biodiesel usage in school
20 transportation;
21 (4) studying and reporting on current and past programs
22 or incentives that promote or have promoted the use of
23 biodiesel in school transportation; and

1 (5) recommending programs or incentives that could
2 increase the use of biodiesel in school transportation.
3 (b) The task force shall consist of the following members:
4 (1) The Director of Transportation, or his or her
5 designee.
6 (2) The Chairperson of the State Board of Education, or
7 his or her designee.
8 (3) One person representing a school district,
9 appointed by the Governor with the advice and consent of
10 the Senate.
11 (4) One person representing a business operating
12 school buses in this State, appointed by the Governor with
13 the advice and consent of the Senate.
14 (5) One person representing a business that
15 manufactures, delivers, or retails biodiesel, appointed by
16 the Governor with the advice and consent of the Senate.
17 (c) The Department of Transportation shall provide staff
18and administrative support to the task force.
19 (d) The task force shall submit a report setting forth its
20findings and recommendations to the Governor and the General
21Assembly on or before January 1, 2015. Upon filing its report,
22the task force is dissolved.
23 (e) This Section is repealed on January 1, 2016.
24 Section 99. Effective date. This Act takes effect upon
25becoming law.
