Bill Title: Amends the Illinois Vehicle Code. Removes certified paramedics from the list of persons within the State qualified to draw blood for alcohol and drug testing. Provides that a qualified person certified (instead of "trained") in venipuncture and acting under the direction of a licensed physician may withdraw blood for the purpose of determining the alcohol content therein.

2 AMENDMENT NO. ______. Amend House Bill 4583 on page 1, line
323, after "phlebotomist,", by inserting the following:
4"trained body mass index evidence technician, emergency
5medical technician-paramedic not practicing under the license
6of an EMS Medical Director,"; and
7on page 2, line 20, after "therein", by inserting the
8following:
9", except a private contractual or intergovernmental agreement
10may utilize an emergency medical technician-paramedic to
11obtain a consensual blood sample for law enforcement purposes".
