Bill Title: Amends the Courses of Study Article of the School Code. Requires the State Board of Education to develop a curriculum relating to the Native American experience for students in kindergarten through grade 12. Provides for the State Board of Education to consult Native American tribes and individuals in developing the curriculum. Requires the implementation of the Native American curriculum starting in the 2023-2024 school year. Requires the State Board of Education to report progress of developing the curriculum to the General Assembly. Effective immediately.

AN ACT concerning education.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The School Code is amended by adding Section
27-23.17 as follows:
(105 ILCS 5/27-23.17 new)
Sec. 27-23.17. Native American curriculum.
(a) To achieve the goal of studying Native American
curriculum in order to inspire students to respect the dignity
of all races and peoples and to forever abandon discrimination
the State Board of Education shall:
(1) develop a curriculum relating to the Native
American experience, including the history of Native
Americans in Illinois and the Midwest, including
individual Native American contributions made in the
fields of government, arts, humanities, sciences as well
as contributions of Native American communities to the
economic, cultural, social and political development of
our country and State;
(2) ensure that the federally recognized Native
American tribes and individuals, as well as advocacy
groups are given the opportunity to collaborate in the
development of the curriculum;

(3) verify that any individual advocating on behalf of
a specific tribe can provide insight about that tribe and
is a member of that tribe;
(4) seek input from tribes with historical ties to
Illinois and the Midwest;
(6) make the curriculum available to school districts;
and
(6) provide professional development to teachers and
administrators relating to the curriculum.
(b) The curriculum required by this Section must be:
(1) for students in kindergarten through grade 12;
(2) related to the Native American experience in
Illinois and throughout the Midwest, including tribal
history, sovereignty issues, culture, treaty rights,
government, socioeconomic experiences, and current events;
(3) historically accurate, culturally relevant,
community-based, contemporary, and developmentally
appropriate; and
(4) aligned with the academic content standards
adopted under current statutes.
(c) The State Board of Education may contract for the
development of the curriculum under this Section or for the
provision of professional development.
(d) Commencing the 2023-2024 school year and continuing
each year thereafter, school districts must implement the
curriculum developed under this Section for students in

kindergarten through grade 12.
(e) The State Board of Education shall report on the
status of the implementation of this amendatory Act of this
amendatory Act of the 102nd General Assembly to the General
Assembly by January 1, 2023 and by May 1, 2023.
(f) The regional superintendent of schools shall monitor a
school district's compliance with this Section's curricular
requirements during annual compliance visits.
Section 99. Effective date. This Act takes effect upon
becoming law.
