Bill Title: Amends the Illinois State Police Law of the Civil Administrative Code of Illinois. Creates the Societal Effects of Social Media Task Force. Establishes membership. Provides that the Illinois State Police shall provide administrative support for the Task Force and the Director of the Illinois State Police may retain services from outside parties with legal or technical expertise to assist the Task Force in carrying out its duties. Provides that the Societal Effects of Social Media Task Force shall provide legislative recommendations to address social media addiction and its consequences, the use of social media for criminal activity, and the need for social media companies to protect their users from the negative effects of social media usage. Provides that the Task Force shall hold its first meeting at the call of the chairperson and at least once a month thereafter. Provides that the Task Force shall submit a final report to the Governor and General Assembly no later than December 31, 2023. Repeals provisions January 1, 2025.

| 1 | AN ACT concerning State government.

| 2 | Be it enacted by the People of the State of Illinois,

| 3 | represented in the General Assembly:

| 4 | Section 5. The Illinois State Police Law of the
Civil | |||||||||||||||||||
| 5 | Administrative Code of Illinois is amended by adding Section | |||||||||||||||||||
| 6 | 2605-490 as follows:

| 7 | (20 ILCS 2605/2605-490 new) | |||||||||||||||||||
| 8 | Sec. 2605-490. Societal Effects of Social Media Task | |||||||||||||||||||
| 9 | Force. This Section may be referred to as the Societal Effects | |||||||||||||||||||
| 10 | of Social Media Task Force Law. | |||||||||||||||||||
| 11 | (a) The Societal Effects of Social Media Task Force is | |||||||||||||||||||
| 12 | created and shall consist of the following members who shall | |||||||||||||||||||
| 13 | serve without compensation: | |||||||||||||||||||
| 14 | (1) the Director of the Illinois State Police or his | |||||||||||||||||||
| 15 | or her designee, who shall serve as the ex officio | |||||||||||||||||||
| 16 | chairperson of the Task Force; | |||||||||||||||||||
| 17 | (2) one member appointed by the Speaker of the House | |||||||||||||||||||
| 18 | of Representatives; | |||||||||||||||||||
| 19 | (3) one member appointed by the President of the | |||||||||||||||||||
| 20 | Senate; | |||||||||||||||||||
| 21 | (4) one member appointed by the Minority Leader of the | |||||||||||||||||||
| 22 | House of Representatives; | |||||||||||||||||||
| 23 | (5) one member appointed by the Minority Leader of the | |||||||||||||||||||
| |||||||
| |||||||
| 1 | Senate; | ||||||
| 2 | (6) the Secretary of Innovation and Technology or his | ||||||
| 3 | or her designee; | ||||||
| 4 | (7) two members appointed by the Governor representing | ||||||
| 5 | technology companies or the technology industry; | ||||||
| 6 | (8) two members appointed by the Governor representing | ||||||
| 7 | law enforcement; and | ||||||
| 8 | (9) two members appointed by the Governor representing | ||||||
| 9 | public interest groups dedicated to social media usage. | ||||||
| 10 | (b)
The Illinois State Police shall provide administrative | ||||||
| 11 | support for the Task Force and the Director of the Illinois | ||||||
| 12 | State Police may retain services from outside parties with | ||||||
| 13 | legal or technical expertise to assist the Task Force in | ||||||
| 14 | carrying out its duties. | ||||||
| 15 | (c)
The Societal Effects of Social Media Task Force shall | ||||||
| 16 | provide legislative recommendations to address social media | ||||||
| 17 | addiction and its consequences, the use of social media for | ||||||
| 18 | criminal activity, and the need for social media companies to | ||||||
| 19 | protect their users from the negative effects of social media | ||||||
| 20 | usage. | ||||||
| 21 | (d)
