1 AN ACT concerning finance.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The State Finance Act is amended by changing
5Section 6z-30 as follows:
6 (30 ILCS 105/6z-30)
7 Sec. 6z-30. University of Illinois Hospital Services Fund.
8 (a) The University of Illinois Hospital Services Fund is
9created as a special fund in the State Treasury. The following
10moneys shall be deposited into the Fund:
11 (1) (Blank). As soon as possible after the beginning of
12 fiscal year 2010, and in no event later than July 30, the
13 State Comptroller and the State Treasurer shall
14 automatically transfer $30,000,000 from the General
15 Revenue Fund to the University of Illinois Hospital
16 Services Fund.
17 (1.5) (Blank). Starting in fiscal year 2011, and
18 continuing through fiscal year 2017, as soon as possible
19 after the beginning of each fiscal year, and in no event
20 later than July 30, the State Comptroller and the State
21 Treasurer shall automatically transfer $45,000,000 from
22 the General Revenue Fund to the University of Illinois
23 Hospital Services Fund; except that, in fiscal year 2012

1 only, the State Comptroller and the State Treasurer shall
2 transfer $90,000,000 from the General Revenue Fund to the
3 University of Illinois Hospital Services Fund under this
4 paragraph, and, in fiscal year 2013 only, the State
5 Comptroller and the State Treasurer shall transfer no
6 amounts from the General Revenue Fund to the University of
7 Illinois Hospital Services Fund under this paragraph.
8 (1.7) (Blank). Starting in fiscal year 2018, at the
9 direction of and upon notification from the Director of
10 Healthcare and Family Services, the State Comptroller
11 shall direct and the State Treasurer shall transfer an
12 amount of at least $20,000,000 but not exceeding a total of
13 $45,000,000 from the General Revenue Fund to the University
14 of Illinois Hospital Services Fund in each fiscal year.
15 (2) All intergovernmental transfer payments to the
16 Department of Healthcare and Family Services by the
17 University of Illinois made pursuant to an
18 intergovernmental agreement under subsection (b) or (c) of
19 Section 5A-3 of the Illinois Public Aid Code.
20 (3) All federal matching funds received by the
21 Department of Healthcare and Family Services (formerly
22 Illinois Department of Public Aid) as a result of
23 expenditures made by the Department that are attributable
24 to moneys that were deposited in the Fund.
25 (4) All other moneys received for the Fund from any
26 other source, including interest earned thereon.

1 (b) Moneys in the fund may be used by the Department of
2Healthcare and Family Services, subject to appropriation and to
3an interagency agreement between that Department and the Board
4of Trustees of the University of Illinois, to reimburse the
5University of Illinois Hospital for hospital and pharmacy
6services, to reimburse practitioners who are employed by the
7University of Illinois, to reimburse other health care
8facilities and health plans operated by the University of
9Illinois, and to pass through to the University of Illinois
10federal financial participation earned by the State as a result
11of expenditures made by the University of Illinois.
