Bill Title: Amends the Illinois Municipal Code. Provides that City of Chicago's Commission on Human Relations shall: (1) require all administrative hearing officers and all Commissioners who make decisions and issue rulings on pending cases to be attorneys licensed to practice law in this State; (2) follow all applicable federal, State, and local laws and regulations, including all applicable legal precedent in court decisions; and (3) establish an administrative system that ensures that administrative hearing officers are impartial when hearing cases that come before the commission. Limits home rule powers.

1 AN ACT concerning local government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Municipal Code is amended by adding
5Section 11-5-11 as follows:
6 (65 ILCS 5/11-5-11 new)
7 Sec. 11-5-11. Commission on Human Relations. The City of
8Chicago's Commission on Human Relations shall:
9 (1) require all administrative hearing officers and
10 all Commissioners who make decisions and issue rulings on
11 pending cases to be attorneys licensed to practice law in
12 this State;
13 (2) follow all applicable federal, State, and local
14 laws and regulations, including all applicable legal
15 precedent in court decisions; and
16 (3) establish an administrative system that ensures
17 that administrative hearing officers are impartial when
18 hearing cases that come before the commission.
19 The City of Chicago may not regulate its Commission on
20Human Relations in a manner inconsistent with this Section.
21This Section is a limitation under subsection (i) of Section 6
22of Article VII of the Illinois Constitution on the concurrent
23exercise by home rule units of powers and functions exercised
