Bill Title: Amends the Illinois Vehicle Code. Provides for the issuance of Filipino-American license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged a fee of $20 at original issuance and renewal. Provides that the additional fee shall be deposited into the Secretary of State Special License Plate Fund.

| 5 | Section 5.811 as follows:

| 7 | Sec. 5.811. The Central Illinois Philippine American | ||||||
| 8 | Society Fund.
| ||||||
| 9 | Section 10. The Illinois Vehicle Code is amended by adding | ||||||
| 10 | Section 3-699 as follows:
| ||||||
| 11 | (625 ILCS 5/3-699 new) | ||||||
| 12 | Sec. 3-699. Filipino-American plates. | ||||||
| 13 | (a) The Secretary, upon receipt of all applicable fees and | ||||||
| 14 | applications
made in the form prescribed by the Secretary, may | ||||||

| 1 | issue special registration
plates designated as | ||||||
| 2 | Filipino-American license plates. | ||||||
| 3 | The special plates issued under this Section shall be | ||||||
| 4 | affixed only to
passenger vehicles of the first division or | ||||||
| 5 | motor vehicles of the second
division weighing not more than | ||||||
| 6 | 8,000 pounds. | ||||||
| 7 | Plates issued under this Section shall expire according to | ||||||
| 8 | the multi-year
procedure established by Section 3-414.1 of this | ||||||
| 9 | Code. | ||||||
| 10 | (b) The design and color of the special plates shall be | ||||||
| 11 | wholly within the
discretion of the Secretary. The Secretary | ||||||
| 12 | may, in his or her discretion, allow the plates to be issued as | ||||||
| 13 | vanity or personalized plates in accordance with Section | ||||||
| 14 | 3-255.1 of this Code. The Secretary, in his or her discretion, | ||||||
| 15 | shall approve and prescribe stickers or decals as provided | ||||||
| 16 | under Section 3-412. | ||||||
| 17 | (c) An applicant for the special plate shall be charged a | ||||||
| 18 | $25 fee for original issuance in addition to the appropriate | ||||||
| 19 | registration fee. Of this fee, $10 shall be deposited into the | ||||||
| 20 | Central Illinois Philippine American Society Fund and $15 shall | ||||||
| 21 | be deposited into the Secretary of State Special License Plate | ||||||
| 22 | Fund, to be used by the Secretary to help defray administrative | ||||||
| 23 | processing costs. | ||||||
| 24 | For each registration renewal period, a $25 fee, in | ||||||
| 25 | addition to the appropriate registration fee, shall be charged. | ||||||
| 26 | Of this fee, $23 shall be deposited into the Central Illinois | ||||||

| |||||||
| 1 | Philippine American Society Fund and $2 shall be deposited into | ||||||
| 2 | the Secretary of State Special License Plate Fund. | ||||||
| 3 | (d) The Central Illinois Philippine American Society Fund | ||||||
| 4 | is created as a special fund in the State treasury. All money | ||||||
| 5 | in the Central Illinois Philippine American Society Fund shall | ||||||
| 6 | be paid, subject to appropriation by the General Assembly and | ||||||
| 7 | distribution by the Secretary, as grants to the Central | ||||||
| 8 | Illinois Philippine American Society, to be used to support | ||||||
| 9 | Filipino-Americans and Filipino culture in this State.".
