1 AN ACT concerning safety.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Public Water Supply Regulation Act is
5amended by adding Section 14a as follows:
6 (415 ILCS 40/14a new)
7 Sec. 14a. Sale of water resources.
8 (a) Notwithstanding any other provision of law, on and
9after this effective date of this amendatory Act of the 102nd
10General Assembly, the State or a unit of local government may
11not contract for the sale or lease of water resources for a
12period longer than 4 years, inclusive of extensions or
13renewals of the contract.
14 (b) A home rule unit may not regulate the sale of water
15resources in a manner inconsistent with this Section. This
16Section is a limitation under subsection (i) of Section 6 of
17Article VII of the Illinois Constitution on the concurrent
18exercise by home rule units of powers and functions exercised
19by the State.
