AN ACT concerning State government.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The General Assembly Operations Act is amended
by adding Section 15 as follows:

Sec. 15. Notwithstanding any other law to the contrary, on
and after the effective date of this amendatory Act of the 98th
General Assembly, a person employed as a legislative liaison
for, or otherwise employed by, an executive branch officer, or
any agency, board, or commission under the control of an
executive branch officer, may not lobby on the floor of the
House of Representatives while the House of Representatives is
in session or the floor of the Senate while the Senate is in
session. For the purposes of this Section, "lobby" means any
communication with a member of the House of Representatives or
Senate, or any employee of the House of Representatives or of
the Senate, for the ultimate purpose of influencing any
executive, legislative, or administrative action.
Section 99. Effective date. This Act takes effect upon
becoming law.
