Bill Title: Amends the Illinois Procurement Code. Provides that each chief procurement officer shall submit an annual report to the Governor and the General Assembly by April 15, 2020, and by every April 15 thereafter, on all procurement goals and actual spending for contracts with a total value of more than $20,000,000 for female-owned, minority-owned, and veteran-owned enterprises in the previous calendar year.

30 ILCS 500/55-25 new

Amends the Illinois Procurement Code. 1 AN ACT concerning State government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Procurement Code is amended by
5adding Section 55-25 as follows:
6 (30 ILCS 500/55-25 new)
7 Sec. 55-25. Procurement reports. For contracts under this
8Code with a total value of more than $20,000,000, each chief
9procurement officer shall submit an annual report to the
10Governor and the General Assembly by April 15, 2020, and by
11every April 15 thereafter, in a searchable Adobe PDF format, on
12all procurement goals and actual spending for those contracts
13for female-owned, minority-owned, and veteran-owned
14enterprises in the previous calendar year. These goals shall be
15expressed as a percentage of the total work performed by the
16entity submitting the report, and the actual spending for all
17female-owned, minority-owned, and veteran-owned enterprises
18shall also be expressed as a percentage of the total work
19performed by the entity submitting the report.
