1 AN ACT concerning property.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. "An Act concerning civil law", approved August
522, 2005 (Public Act 94-653), as amended by "An Act concerning
6civil law, approved December 13, 2019 (Public Act 101-607), is
7amended by changing Section 5 as follows:
8 (P.A. 94-653, Sec. 5; P.A. 101-607, Sec. 1-5)
9 Sec. 5. The Illinois Department of Natural Resources Human
10Services is hereby authorized to grant and convey and
11quitclaim any and all rights held under the terms of a Grant of
12Conservation Right and Easement dated May 7, 2008 and recorded
13August 23, 2008 as Document Number 0817631024 in the
14Recorder's Office of Cook County, Illinois permanent
15conservation easement to the Chicago Park District, a park
16district organized and existing under the laws of the State of
17Illinois. Illinois Department of Natural Resources or to the
18Chicago Park District on a parcel containing 30 acres, more or
19less, that is located in Section 18, Township 40 North, Range
2013 East of the third principal meridian, Cook County,
21Illinois, situated to the West and South of the Chicago Read
22Mental Health Center, for the purpose of preserving and
23protecting the wetlands and forested area for the benefit of

1the patients of the facility, the community, and the general
2public.

4 Section 10. "An Act concerning property", approved August
59, 2019, Public Act 101-361, is amended by changing Sections
615 and 30 as follows:
7 (P.A. 101-361, Sec. 15)
8 Sec. 15. (a) The Director of the Department of Natural
9Resources, on behalf of the State of Illinois, is authorized
10to execute and deliver to the City of Wyoming, a municipality
11organized and existing under the laws of the State of
12Illinois, of the County of Stark, State of Illinois, for and in
13consideration of $1.00 paid to the Department, a quitclaim
14deed to the following described real property, to wit:
15 A tract conveyed to the State of Illinois, Department of
16 Conservation (now Department of Natural Resources) by deed
17 dated February 10, 1969, and recorded July 17, 1969, as
18 (Document Number 53205 in the Recorder's Office of Stark
19 County, Illinois and ) described as:
20 All of the Chicago, Rock Island and Pacific Railroad
21 Company's abandoned right of way in Lot 1, Block 10; and
22 part of Lot 3, Block 9 of Giles C. in Dana's Addition to

1 Town City of Wyoming lying 50 feet on each side of the
2 Railroad Company's main track centerline as formerly
3 located.
4 Situated in Section l, Township 12 North, Range 6 East, of
5 the 4th 46 Principal Meridian, Stark County, Illinois.
6 (b) The conveyance of real property shall be made subject
7to: (1) existing public utilities, existing public roads, and
8any and all reservations, easements, encumbrances, covenants,
9and restrictions of record; and (2) the express condition that
10if the real property ceases to be used for public purposes, it
11shall revert to the State of Illinois, Department of Natural
12Resources.

15 Sec. 30. (a) The Director of the Department of Natural
16Resources, on behalf of the State of Illinois, is authorized
17to exchange certain real property in Pulaski County, Illinois,
18hereinafter referred to in this Section as Parcel 1, for
19certain real property of equal or greater value in Pulaski
20County, Illinois, hereinafter referred to in this Section as
21Parcel 2, the Parcels being described as follows:
22 PARCEL 1:

1 The North 86 106 feet of the following described tract of
2 land conveyed to the People of the State of Illinois,
3 Department of Natural Resources, Springfield, IL., by
4 Warranty Deed dated June 19, 2009, recorded June 25, 2009,
5 Document No. 24582, in Book 257, Page 816, described as
6 follows to-wit:
7 "A tract of land in the Southwest Quarter of the Northwest
8 Quarter of Section 14, Township 14 South, Range 1 East of
9 the 3rd P.M., more particularly described as follows:
10 Beginning at the Northwest corner of the Southwest Quarter
11 of the Northwest Quarter, thence South along the West
12 Section line of said Quarter-Quarter Section, a distance
13 of 20 feet for a point of beginning; thence East a distance
14 of 272 feet along a line parallel to the Northerly Section
15 line of said Quarter-Quarter Section; thence South a
16 distance of 320 feet and 3 inches on a line parallel to the
17 West Section line of said Quarter-Quarter Section; thence
18 West a distance of 272 feet along a line parallel to the
19 North line of said Southwest Quarter of the Northwest
20 Quarter; thence North a distance of 320 feet and 3 inches
21 following the Westerly line of said Quarter-Quarter
22 Section to the point of beginning, containing 2 acres,
23 more or less, situated in the County of Pulaski and State
24 of Illinois."

1 PARCEL 2:
2 The South 86 106 feet of the North 426.25 feet of the West
3 272 feet of the Southwest Quarter of the Northwest Quarter
4 of Section 14, Township 14 South, Range 1 East of the 3rd
5 P.M., situated in the County of Pulaski and State of
6 Illinois.
7 (b) The transaction under this Section will be to the
8mutual advantages of both parties. Each party shall be
9responsible for any and all title costs associated with their
10respective properties.
11 (c) The conveyance of Parcel 1 as authorized by this
12Section shall be made subject to existing public utilities,
13existing public roads, and any and all reservations,
14easements, encumbrances, covenants, and restrictions of
15record.
16 (d) The Director of the Department of Natural Resources
17shall obtain an opinion of title from the Attorney General
18certifying that the State of Illinois will receive
19merchantable title to the real property in this Section
20referred to as Parcel 2.

22 Section 99. Effective date. This Act takes effect upon
23becoming law.
