Bill Title: Amends the Illinois Procurement Code. Provides that for any project under a construction contract, the contract shall require that, to the extent practicable, at least 10% of man-hours performing construction services be performed by individuals who reside in areas of poverty. Requires the Department of Central Management Services to annually release a list of areas of poverty that meet the requirements.

AN ACT concerning finance.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The Illinois Procurement Code is amended by
adding Section 30-40 as follows:
(30 ILCS 500/30-40 new)
Sec. 30-40. Construction project man-hour requirements.
For any project under a construction contract subject to this
Article, the contract shall require that, to the extent
practicable, at least 10% of man-hours performing construction
services be performed by individuals who reside in areas of
poverty.
The Department of Central Management Services shall
annually release a list of areas of poverty that meet the
requirements of this Section.
As used in this Section, "areas of poverty" means areas, as
determined by federal census tracts, where 20% or more of the
individuals who live in the census tract have lived at or below
150% of the federal poverty level, as determined by the U.S.
Department of Health and Human Services, for the last 30 years.
