Bill Title: Amends the Election Code. Requires the election authority to maintain a list of vote by mail ballots that are challenged and the names of those voters. Provides that after the period for counting provisional ballots cast at that election has closed, the election authority shall provide the list of voters whose vote by mail ballots were challenged, upon request.

| 1 | AN ACT concerning elections.
| |||||||||||||||||||
| 2 | Be it enacted by the People of the State of Illinois,
| |||||||||||||||||||
| 3 | represented in the General Assembly:
| |||||||||||||||||||
| 4 | Section 5. The Election Code is amended by changing Section | |||||||||||||||||||
| 5 | 19-10 as follows:
| |||||||||||||||||||
| 6 | (10 ILCS 5/19-10) (from Ch. 46, par. 19-10)
| |||||||||||||||||||
| 7 | Sec. 19-10. Pollwatchers may be appointed to observe early
| |||||||||||||||||||
| 8 | voting procedures and view all reasonably requested records | |||||||||||||||||||
| 9 | relating to the conduct of the election, provided the secrecy | |||||||||||||||||||
| 10 | of the ballot is not impinged, at the office of the election | |||||||||||||||||||
| 11 | authority as well as at
municipal, township or road district | |||||||||||||||||||
| 12 | clerks' offices where such early
voting is conducted. Such | |||||||||||||||||||
| 13 | pollwatchers shall qualify and be appointed in
the same manner | |||||||||||||||||||
| 14 | as provided in Sections 7-34 and 17-23, except each
candidate, | |||||||||||||||||||
| 15 | political party or organization of citizens may appoint only | |||||||||||||||||||
| 16 | one
pollwatcher for each location where early voting is | |||||||||||||||||||
| 17 | conducted.
Pollwatchers must be registered to vote in Illinois | |||||||||||||||||||
| 18 | and possess valid
pollwatcher credentials.

| 19 | Where certain vote by mail voters' ballots are counted on | |||||||||||||||||||
| 20 | the day of the election
in the office of the election authority | |||||||||||||||||||
| 21 | as provided in Section 19-8 of this
Act, each political party, | |||||||||||||||||||
| 22 | candidate and qualified civic organization shall
be entitled to | |||||||||||||||||||
| 23 | have present one pollwatcher for each panel of election judges
| |||||||||||||||||||
| |||||||
| |||||||
| 1 | therein assigned. Such pollwatchers shall be subject to the | ||||||
| 2 | same provisions
as are provided for pollwatchers in Sections | ||||||
| 3 | 7-34 and 17-23 of this Code,
and shall be permitted to observe | ||||||
| 4 | the election judges making the signature
comparison between | ||||||
| 5 | that which is on the ballot envelope and that which is
on the | ||||||
| 6 | permanent voter registration record card taken from the master | ||||||
| 7 | file.
| ||||||
| 8 | The election authority shall maintain a list of vote by | ||||||
| 9 | mail ballots that are challenged and the names of those voters. | ||||||
| 10 | After the period for counting provisional ballots cast at that | ||||||
| 11 | election has closed, the election authority shall provide the | ||||||
| 12 | list of voters whose vote by mail ballots were challenged, upon | ||||||
| 13 | request. | ||||||
