Bill Title: Amends the Governmental Account Audit Act, Counties Code, and Illinois Municipal Code. Provides that every financial report and audit report created by a governmental unit, county, or municipality, including, but not limited to, a report provided to the Comptroller, shall include a complete accounting of indebtedness of the governmental unit, county, or municipality. Limits home rule powers.

AN ACT concerning local government.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The Governmental Account Audit Act is amended
by adding Section 12 as follows:
(50 ILCS 310/12 new)
Sec. 12. Inclusion of indebtedness in financial reports
and audits.
(a) As used in this Section, "indebtedness" includes, but
is not limited to, bonded indebtedness, loans, or any other
type of obligation for all accounts and funds of the
governmental unit.
(b) Notwithstanding any other provision of law, every
financial report and audit report created by a governmental
unit, including, but not limited to, a report provided to the
Comptroller, shall include a complete accounting of
indebtedness of the governmental unit.
(c) A home rule governmental unit may not prepare reports
or audits in a manner inconsistent with this Section. This
Section is a limitation under subsection (i) of Section 6 of
Article VII of the Illinois Constitution on the concurrent
exercise by home rule units of powers and functions exercised
by the State.

Section 10. The Counties Code is amended by adding Section
3-13005 as follows:
(55 ILCS 5/3-13005 new)
Sec. 3-13005. Inclusion of indebtedness in financial

(a) As used in this Section, "indebtedness" includes, but
is not limited to, bonded indebtedness, loans, or any other
type of obligation for all accounts and funds of the county.
(b) Notwithstanding any other provision of law, every
financial report and audit report created by a county,
including, but not limited to, a report provided to the
Comptroller, shall include a complete accounting of
indebtedness of the county.
(c) A home rule county may not prepare reports or audits in
a manner inconsistent with this Section. This Section is a
limitation under subsection (i) of Section 6 of Article VII of
the Illinois Constitution on the concurrent exercise by home
rule units of powers and functions exercised by the State.
Section 15. The Illinois Municipal Code is amended by
adding Section /8-1-19 as follows:
