1 AN ACT concerning revenue.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Property Tax Code is amended by adding
5Section 15-183 as follows:
6 (35 ILCS 200/15-183 new)
7 Sec. 15-183. Aircraft noise mitigation homestead
8reduction.
9 (a) Beginning in taxable year 2019, homestead property that
10that is located at an eligible address is entitled to a
11reduction in the property's equalized assessed value in the
12amount of $10,000 per year. It is the intent of the General
13Assembly that homeowners who have been affected by aircraft
14noise should receive compensation for the cost of soundproofing
15their property.
16 (b) To receive the exemption, a person must submit an
17annual application to the chief county assessment officer
18during the period specified by the chief county assessment
19officer. The chief county assessment officer may determine the
20eligibility of residential property to receive the homestead
21exemption and the amount of the exemption by application,
22visual inspection, questionnaire or other reasonable methods.
23 (c) For the purposes of this Section:

1 "Eligible address" means any address located (i)
2 within the 65 DNL Build-out Contour for O'Hare
3 International Airport, as defined by rules adopted by the
4 Federal Aviation Administration or (ii) within an
5 alternative 65 CNEL Build-out Contour for O'Hare
6 International Airport, with CNEL units as defined in
7 subsection (a-3) of Section 5 of the Permanent Noise
8 Monitoring Act.
9 "Homestead property" has the meaning given to that term
10 in Section 15-175.
11 Section 99. Effective date. This Act takes effect upon
12becoming law.
