| 1 | AN ACT concerning regulation.
| |||||||||||||||||||
| 2 | Be it enacted by the People of the State of Illinois, | |||||||||||||||||||
| 3 | represented in the General Assembly:
| |||||||||||||||||||
| 4 | Section 5. The Illinois Speech-Language Pathology and
| |||||||||||||||||||
| 5 | Audiology Practice Act is amended by changing Section 2 as | |||||||||||||||||||
| 6 | follows:
| |||||||||||||||||||

| 9 | Sec. 2. Legislative Declaration of Public Policy. The
The | |||||||||||||||||||
| 10 | practice of
Speech-Language Pathology and Audiology in the | |||||||||||||||||||
| 11 | State of Illinois is hereby
declared to affect the public | |||||||||||||||||||
| 12 | health, safety and welfare and to be subject
to regulation and | |||||||||||||||||||
| 13 | control in the public interest. It is further declared
to be a | |||||||||||||||||||
| 14 | matter of public interest and concern that the speech-language
| |||||||||||||||||||
| 15 | pathology and audiology professions merit and receive the | |||||||||||||||||||
| 16 | confidence of the
public and that only qualified persons be | |||||||||||||||||||
| 17 | permitted to practice this
profession in the State of Illinois. | |||||||||||||||||||
| 18 | This Act shall be liberally construed
to carry out these | |||||||||||||||||||
| 19 | objectives and purposes. | |||||||||||||||||||
| 20 | It is further declared to be the public policy of this | |||||||||||||||||||
| 21 | State, pursuant to
subsections (h) and (i) of Section 6 of | |||||||||||||||||||
| 22 | Article VII of the Illinois
Constitution of 1970, that any | |||||||||||||||||||
| 23 | power or function set forth in this Act to
be exercised by the | |||||||||||||||||||
| |||||||
| |||||||
| 1 | State is an exclusive State power or function. Such
power or | ||||||
| 2 | function shall not be exercised concurrently, either directly | ||||||
| 3 | or
indirectly, by any unit of local government, including home | ||||||
| 4 | rule units,
except as otherwise provided in this Act.
