Amends various Acts related to the governance of public universities in Illinois. 1 AN ACT concerning education.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The University of Illinois Act is amended by
5adding Section 100 as follows:
6 (110 ILCS 305/100 new)
7 Sec. 100. In-state resident requirement. Beginning with
8the 2018-2019 academic year, the University shall maintain an
9undergraduate and graduate student population in which at least
1080% of the undergraduate and graduate student population within
11each of the University's separate campuses is deemed an
12Illinois resident, including under Section 7e-5 of this Act.
13 Section 10. The Southern Illinois University Management
14Act is amended by adding Section 85 as follows:

16 Sec. 85. In-state resident requirement. Beginning with the
172018-2019 academic year, the University shall maintain an
18undergraduate and graduate student population in which at least
1980% of the undergraduate and graduate student population within
20each of the University's separate campuses is deemed an
21Illinois resident, including under Section 8d-5 of this Act.

1 Section 15. The Chicago State University Law is amended by
2adding Section 5-195 as follows:
3 (110 ILCS 660/5-195 new)
4 Sec. 5-195. In-state resident requirement. Beginning with
5the 2018-2019 academic year, the University shall maintain an
6undergraduate and graduate student population in which at least
780% of the undergraduate and graduate student population is
8deemed an Illinois resident, including under Section 5-88 of
9this Act.
10 Section 20. The Eastern Illinois University Law is amended
11by adding Section 10-195 as follows:

13 Sec. 10-195. In-state resident requirement. Beginning with
14the 2018-2019 academic year, the University shall maintain an
15undergraduate and graduate student population in which at least
1680% of the undergraduate and graduate student population is
17deemed an Illinois resident, including under Section 10-88 of
18this Act.
19 Section 25. The Governors State University Law is amended
20by adding Section 15-195 as follows:

3the 2018-2019 academic year, the University shall maintain an
4undergraduate and graduate student population in which at least
580% of the undergraduate and graduate student population is
6deemed an Illinois resident, including under Section 15-88 of
7this Act.
8 Section 30. The Illinois State University Law is amended by
9adding Section 20-200 as follows:

11 Sec. 20-200. In-state resident requirement. Beginning with
12the 2018-2019 academic year, the University shall maintain an
13undergraduate and graduate student population in which at least
1480% of the undergraduate and graduate student population is
15deemed an Illinois resident, including under Section 20-88 of
16this Act.
17 Section 35. The Northeastern Illinois University Law is
18amended by adding Section 25-195 as follows:

20 Sec. 25-195. In-state resident requirement. Beginning with
21the 2018-2019 academic year, the University shall maintain an
22undergraduate and graduate student population in which at least

180% of the undergraduate and graduate student population is
2deemed an Illinois resident, including under Section 25-88 of
3this Act.
4 Section 40. The Northern Illinois University Law is amended
5by adding Section 30-205 as follows:

7 Sec. 30-205. In-state resident requirement. Beginning with
8the 2018-2019 academic year, the University shall maintain an
9undergraduate and graduate student population in which at least
1080% of the undergraduate and graduate student population is
11deemed an Illinois resident, including under Section 30-88 of
12this Act.
13 Section 45. The Western Illinois University Law is amended
14by adding Section 35-200 as follows:
15 (110 ILCS 690/35-200 new)
16 Sec. 35-200. In-state resident requirement. Beginning with
17the 2018-2019 academic year, the University shall maintain an
18undergraduate and graduate student population in which at least
1980% of the undergraduate and graduate student population is
20deemed an Illinois resident, including under Section 35-88 of
21this Act.
22 Section 99. Effective date. This Act takes effect upon
