Bill Title: Amends the Board of Higher Education Act. Requires the Board to establish an audit committee to examine any plan by a public university to increase tuition from the previous academic year by more than 10%. Provides that the committee shall consist of no less than 3 members, designated by the Chairperson of the Board, to assist in the oversight of the financial reporting and audit processes of those universities whose rate of tuition is being increased from the previous academic year by more than 10%. Provides that the committee shall assist the Board in retaining an auditor through the Office of the Auditor General to conduct audits. Sets forth additional duties of the committee. Effective immediately.

AMENDMENT TO HOUSE BILL 3219
AMENDMENT NO. ______. Amend House Bill 3219 by replacing
everything after the enacting clause with the following:
"Section 5. The Board of Higher Education Act is amended by
adding Section 9.34 as follows:
(110 ILCS 205/9.34 new)
Sec. 9.34. Reports regarding tuition and programs. The
Board must publicize on its Internet website the reports
required under Section 80 of the University of Illinois Act,
Section 65 of the Southern Illinois University Management Act,
Section 5-175 of the Chicago State University Law, Section
10-175 of the Eastern Illinois University Law, Section 15-175
of the Governors State University Law, Section 20-180 of the
Illinois State University Law, Section 25-175 of the
Northeastern Illinois University Law, Section 30-185 of the
Northern Illinois University Law, and Section 35-180 of the

Western Illinois University Law.
The Board must provide an opportunity for public comment on
the reports at one of its regularly scheduled Board meetings.
Section 10. The University of Illinois Act is amended by
adding Section 80 as follows:

Sec. 80. Report regarding tuition and programs. The
University must submit to the Board of Higher Education,
General Assembly, and Governor an annual report no later than
June 30 of each year outlining any tuition increases for the
upcoming academic year and listing the closure of academic
programs and other cost-saving measures undertaken by the
University during the previous fiscal year.
Section 15. The Southern Illinois University Management
Act is amended by adding Section 65 as follows:

University must submit to the Board of Higher Education,
General Assembly, and Governor an annual report no later than
June 30 of each year outlining any tuition increases for the
upcoming academic year and listing the closure of academic

Section 20. The Chicago State University Law is amended by
adding Section 5-175 as follows:

Sec. 5-175. Report regarding tuition and programs. The
University must submit to the Board of Higher Education,
General Assembly, and Governor an annual report no later than
June 30 of each year outlining any tuition increases for the
upcoming academic year and listing the closure of academic
programs and other cost-saving measures undertaken by the
University during the previous fiscal year.
Section 25. The Eastern Illinois University Law is amended
by adding Section 10-175 as follows:

University must submit to the Board of Higher Education,
General Assembly, and Governor an annual report no later than
June 30 of each year outlining any tuition increases for the

Section 30. The Governors State University Law is amended
by adding Section 15-175 as follows:

Sec. 15-175. Report regarding tuition and programs. The
University must submit to the Board of Higher Education,
General Assembly, and Governor an annual report no later than
June 30 of each year outlining any tuition increases for the
upcoming academic year and listing the closure of academic
programs and other cost-saving measures undertaken by the
University during the previous fiscal year.
Section 35. The Illinois State University Law is amended by
adding Section 20-180 as follows:

University must submit to the Board of Higher Education,
General Assembly, and Governor an annual report no later than

Section 40. The Northeastern Illinois University Law is
amended by adding Section 25-175 as follows:

Section 45. The Northern Illinois University Law is amended
by adding Section 30-185 as follows:

Section 50. The Western Illinois University Law is amended
by adding Section 35-180 as follows:

Section 99. Effective date. This Act takes effect upon
becoming law.".
