Bill Title: Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that a healthcare provider shall release to a Medicaid managed care organization, upon request, the health care information of a recipient of medical assistance, if the recipient has completed and signed a general release form that grants to the healthcare provider permission to release the recipient's health care information to the recipient's insurance carrier. Effective July 1, 2019.

AN ACT concerning public aid.
WHEREAS, The purpose of sharing healthcare information is
to improve health outcomes, care coordination, and to assist in
the process of transitioning a Medicaid recipient to a
different level or setting of care; therefore
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The Illinois Public Aid Code is amended by
adding Section 5-30.11 as follows:
(305 ILCS 5/5-30.11 new)
Sec. 5-30.11. Health care information released to managed
care organizations. A healthcare provider shall release to a
Medicaid managed care organization, upon request, the health
care information of a recipient of medical assistance, if the
recipient has completed and signed a general release form that
grants to the healthcare provider permission to release the
recipient's health care information to the recipient's
insurance carrier.
Section 99. Effective date. This Act takes effect July 1,
2019.
