Bill Title: Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that a healthcare provider shall release to a Medicaid managed care organization, upon request, the health care information of a recipient of medical assistance, if the recipient has completed and signed a general release form that grants to the healthcare provider permission to release the recipient's health care information to the recipient's insurance carrier. Effective July 1, 2019.

305 ILCS 5/5-30.11 new

Amends the Medical Assistance Article of the Illinois Public Aid Code. 1 AN ACT concerning public aid.
2 WHEREAS, The purpose of sharing healthcare information is
3to improve health outcomes, care coordination, and to assist in
4the process of transitioning a Medicaid recipient to a
5different level or setting of care; therefore
6 Be it enacted by the People of the State of Illinois,
7represented in the General Assembly:
8 Section 5. The Illinois Public Aid Code is amended by
9adding Section 5-30.11 as follows:
10 (305 ILCS 5/5-30.11 new)
11 Sec. 5-30.11. Health care information released to managed
12care organizations. A healthcare provider shall release to a
13Medicaid managed care organization, upon request, the health
14care information of a recipient of medical assistance, if the
15recipient has completed and signed a general release form that
16grants to the healthcare provider permission to release the
17recipient's health care information to the recipient's
18insurance carrier.
19 Section 99. Effective date. This Act takes effect July 1,
202019.
