Bill Title: Amends the Election Code. Provides that each election authority shall conduct early voting in a high traffic location on the campus of a community college within the election authority's jurisdiction. Provides that provisions requiring early voting at public universities apply in all election years (instead of 2012 only), and eliminates the repeal of those provisions. Effective immediately.

| 1 | AN ACT concerning elections.
| ||||||||||||||||||||||||
| 2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||
| 3 | represented in the General Assembly:

| 4 | Section 5. The Election Code is amended by changing Section | ||||||||||||||||||||||||
| 5 | 1-11 as follows:

| 7 | (Section scheduled to be repealed on May 31, 2013) | ||||||||||||||||||||||||
| 8 | Sec. 1-11. Public university and community college voting. | ||||||||||||||||||||||||
| 9 | Each For the 2012 general election, each appropriate election | ||||||||||||||||||||||||
| 10 | authority shall, in addition to the early voting conducted at | ||||||||||||||||||||||||
| 11 | locations otherwise required by law, conduct early voting in a | ||||||||||||||||||||||||
| 12 | high traffic location on the campus of a community college or | ||||||||||||||||||||||||
| 13 | public university within the election authority's | ||||||||||||||||||||||||
| 14 | jurisdiction. For the purposes of this Section, "public | ||||||||||||||||||||||||
| 15 | university" means the University of Illinois at its campuses in | ||||||||||||||||||||||||
| 16 | Urbana-Champaign and Springfield, Southern Illinois University | ||||||||||||||||||||||||
| 17 | at its campuses in Carbondale and Edwardsville, Eastern | ||||||||||||||||||||||||
| 18 | Illinois University, Illinois State University, Northern | ||||||||||||||||||||||||
| 19 | Illinois University, and Western Illinois University at its | ||||||||||||||||||||||||
| 20 | campuses in Macomb and Moline. For the purposes of this | ||||||||||||||||||||||||
| 21 | Section, "community college" has the meaning provided by | ||||||||||||||||||||||||
| 22 | Section 1-2 of the Public Community College Act. | ||||||||||||||||||||||||
| 23 | The voting required by this Section to be conducted on | ||||||||||||||||||||||||

| 1 | campus must be conducted as otherwise required by Article 19A | ||||||
| 2 | of this Code. If an election authority has voting equipment | ||||||
| 3 | that can accommodate a ballot in every form required in the | ||||||
| 4 | election authority's jurisdiction, then the election authority | ||||||
| 5 | shall extend early voting under this Section to any registered | ||||||
| 6 | voter in the election authority's jurisdiction. However, if the | ||||||
| 7 | election authority does not have voting equipment that can | ||||||
| 8 | accommodate a ballot in every form required in the election | ||||||
| 9 | authority's jurisdiction, then the election authority may | ||||||
| 10 | limit early voting under this Section to registered voters in | ||||||
| 11 | precincts where the public university or community college is | ||||||
| 12 | located and precincts bordering the community college or | ||||||
| 13 | university. Each public university and community college shall | ||||||
| 14 | make the space available in a high traffic area for, and | ||||||
| 15 | cooperate and coordinate with the appropriate election | ||||||
| 16 | authority in, the implementation of this Section. This Section | ||||||
| 17 | is repealed on May 31, 2013.
