Bill Title: Amends the Election Code. Provides that each election authority shall conduct early voting in a high traffic location on the campus of a community college within the election authority's jurisdiction. Provides that provisions requiring early voting at public universities apply in all election years (instead of 2012 only), and eliminates the repeal of those provisions. Effective immediately.

Amends the Election Code. AN ACT concerning elections.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The Election Code is amended by changing Section
1-11 as follows:

Sec. 1-11. Public university and community college voting.
Each For the 2012 general election, each appropriate election
authority shall, in addition to the early voting conducted at
locations otherwise required by law, conduct early voting in a
high traffic location on the campus of a community college or
public university within the election authority's
jurisdiction. For the purposes of this Section, "public
university" means the University of Illinois at its campuses in
Urbana-Champaign and Springfield, Southern Illinois University
at its campuses in Carbondale and Edwardsville, Eastern
Illinois University, Illinois State University, Northern
Illinois University, and Western Illinois University at its
campuses in Macomb and Moline. For the purposes of this
Section, "community college" has the meaning provided by
Section 1-2 of the Public Community College Act.
The voting required by this Section to be conducted on

campus must be conducted as otherwise required by Article 19A
of this Code. If an election authority has voting equipment
that can accommodate a ballot in every form required in the
election authority's jurisdiction, then the election authority
shall extend early voting under this Section to any registered
voter in the election authority's jurisdiction. However, if the
election authority does not have voting equipment that can
accommodate a ballot in every form required in the election
authority's jurisdiction, then the election authority may
limit early voting under this Section to registered voters in
precincts where the public university or community college is
located and precincts bordering the community college or
university. Each public university and community college shall
make the space available in a high traffic area for, and
cooperate and coordinate with the appropriate election
authority in, the implementation of this Section. This Section
is repealed on May 31, 2013.

Section 99. Effective date. This Act takes effect upon
becoming law.
