Bill Title: Amends the Firearm Owners Identification Card Act. Provides that any non-resident registered competitor or attendee of a competitive shooting event held at the World Shooting and Recreational Complex sanctioned by a national governing body, who is not prohibited by the laws of Illinois, the state of his or her domicile, or the United States from obtaining, possessing, or using a firearm may purchase or obtain a rifle, shotgun, or other long gun or ammunition for a rifle, shotgun, or other long gun at the competitive shooting event or a store within a 20 mile radius of the Complex. Makes a technical change.

Amends the Firearm Owners Identification Card Act. 1 AN ACT concerning safety.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Firearm Owners Identification Card Act is
5amended by changing Section 3a as follows:
6 (430 ILCS 65/3a) (from Ch. 38, par. 83-3a)
7 Sec. 3a. (a) Any resident of Illinois who has obtained a
8firearm owner's identification card pursuant to this Act and
9who is not otherwise prohibited from obtaining, possessing or
10using a firearm may purchase or obtain a rifle or shotgun or
11ammunition for a rifle or shotgun in Iowa, Missouri, Indiana,
12Wisconsin or Kentucky.
13 (b) Any resident of Iowa, Missouri, Indiana, Wisconsin or
14Kentucky or a non-resident with a valid non-resident hunting
15license, who is 18 years of age or older and who is not
16prohibited by the laws of Illinois, the state of his domicile,
17or the United States from obtaining, possessing or using a
18firearm, may purchase or obtain a rifle, shotgun or ammunition
19for a rifle or shotgun in Illinois.
20 (b-5) Any non-resident who is participating in a sanctioned
21competitive shooting event, who is 18 years of age or older and
22who is not prohibited by the laws of Illinois, the state of his
23or her domicile, or the United States from obtaining,

1possessing, or using a firearm, may purchase or obtain a
2shotgun or shotgun ammunition in Illinois for the purpose of
3participating in that event. A person may purchase or obtain a
4shotgun or shotgun ammunition under this subsection only at the
5site where the sanctioned competitive shooting event is being
6held.
7 (b-10) Any non-resident registered competitor or attendee
8of a competitive shooting event held at the World Shooting and
9Recreational Complex sanctioned by a national governing body,
10who is not prohibited by the laws of Illinois, the state of his
11or her domicile, or the United States from obtaining,
12possessing, or using a firearm may purchase or obtain a rifle,
13shotgun, or other long gun or ammunition for a rifle, shotgun,
14or other long gun at the competitive shooting event or a store
15within a 20 mile radius of the Complex. The sanctioning body
16shall provide a list of registered competitors and attendees as
17required under subparagraph (5) of paragraph (g) of subsection
18(A) of Section 24-3 of the Criminal Code of 2012. A competitor
19or attendee of a competitive shooting event who does not wish
20to purchase a firearm at the event is not required to register
21or have his or her name appear on a list of registered
22competitors and attendees provided to the Department of State
23Police by the sanctioning body.
24 (c) Any transaction under this Section is subject to the
25provisions of the Gun Control Act of 1968 (18 U.S.C. 922
26(b)(3)).
