| 1 | AN ACT concerning education.
| |||||||||||||||||||
| 2 | Be it enacted by the People of the State of Illinois,
| |||||||||||||||||||
| 3 | represented in the General Assembly:

| 4 | Section 5. The School Code is amended by changing Section | |||||||||||||||||||
| 5 | 2-3.153 as follows:

| 7 | Sec. 2-3.153. Survey of learning conditions. The The State | |||||||||||||||||||
| 8 | Board of Education shall select for statewide administration an | |||||||||||||||||||
| 9 | instrument to provide feedback from, at a minimum, students in | |||||||||||||||||||
| 10 | grades 6 through 12 and teachers on the instructional | |||||||||||||||||||
| 11 | environment within a school after giving consideration to the | |||||||||||||||||||
| 12 | recommendations of the Performance Evaluation Advisory Council | |||||||||||||||||||
| 13 | made pursuant to subdivision (6) of subsection (a) of Section | |||||||||||||||||||
| 14 | 24A-20 of this Code. Subject to appropriation to the State | |||||||||||||||||||
| 15 | Board of Education for the State's cost of development and | |||||||||||||||||||
| 16 | administration and commencing with the 2012-2013 school year, | |||||||||||||||||||
| 17 | each school district shall administer, at least biannually, the | |||||||||||||||||||
| 18 | instrument in every public school attendance center by a date | |||||||||||||||||||
| 19 | specified by the State Superintendent of Education, and data | |||||||||||||||||||
| 20 | resulting from the instrument's administration must be | |||||||||||||||||||
| 21 | provided to the State Board of Education. The survey component | |||||||||||||||||||
| 22 | that requires completion by the teachers must be administered | |||||||||||||||||||
| 23 | during teacher meetings or professional development days or at | |||||||||||||||||||
| |||||||
| |||||||
| 1 | other times that would not interfere with the teachers' regular | ||||||
| 2 | classroom and direct instructional duties. The State | ||||||
| 3 | Superintendent, following consultation with teachers, | ||||||
| 4 | principals, and other appropriate stakeholders, shall publicly | ||||||
| 5 | report on selected indicators of learning conditions resulting | ||||||
| 6 | from administration of the instrument at the individual school, | ||||||
| 7 | district, and State levels and shall identify whether the | ||||||
| 8 | indicators result from an anonymous administration of the | ||||||
| 9 | instrument. If in any year the appropriation to the State Board | ||||||
| 10 | of Education is insufficient for the State's costs associated | ||||||
| 11 | with statewide administration of the instrument, the State | ||||||
| 12 | Board of Education shall give priority to districts with | ||||||
| 13 | low-performing schools and a representative sample of other | ||||||
| 14 | districts.
