Bill Title: Provides that State agencies that use bonuses paid to State employees shall provide an annual report to the General Assembly itemizing each bonus awarded, including the amount of the bonuses awarded, the purpose of the bonus, the positions of the employees to whom bonuses were awarded, and the overall agency fiscal impact for the bonuses awarded in the prior fiscal year. Provides that the report is due December 1, 2023 and annually thereafter. Provides that recruitment or retention bonuses for State employment shall be no more than $10,000 per bonus unless the Department of Central Management Services adopts rules to change the monetary limit per bonus.

1 AN ACT concerning State government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 1. Short title. This Act may be cited as the State
5Agency and Grantee Bonus Prohibition Act.
6 Section 5. Definitions. As used in this Act:
7 "Employee" means any person employed, full-time,
8part-time, or contractually, in any capacity by a State agency
9or hospital, without regard to whether that person's
10employment is subject to the advice and consent of the Senate
11or is for a stated term. "Employee" does not include persons
12subject to a collective bargaining agreement.
13 "Grant funds" has the meaning provided in Section 2 of the
14Illinois Grant Funds Recovery Act.
15 "Grantee" has the meaning provided in Section 2 of the
16Illinois Grant Funds Recovery Act.
17 "Hospital" has the meaning provided in Section 3 of the
18Hospital Licensing Act.
19 "State agency" has the meaning provided in Section
201-15.100 of the Illinois Procurement Code.
21 Section 10. Bonuses prohibited.
22 (a) No State agency or hospital shall pay from State

1funds, in whole or in part, and no employee of a State agency
2or hospital may receive a bonus as all or part of his or her
3compensation, including such bonuses as may be received for
4work on capital projects.
5 (b) No grantee shall pay, and no employee or contract
6worker of a grantee may receive, a bonus paid from grant funds
7awarded for operational expenses as all or part of his or her
8compensation, including such bonuses as may be received for
9work on capital projects.
10 (c) State agencies who use bonuses paid to State employees
11shall provide an annual report to the General Assembly
12itemizing each bonus awarded, including the amount of the
13bonuses awarded, the purpose of the bonus, the position of the
14employees to whom bonuses were awarded, and the overall agency
15fiscal impact for the bonuses awarded in the prior fiscal
16year. This report shall be due December 1, 2023 to the General
17Assembly and annually thereafter. Recruitment or retention
18bonuses for State employment shall be no more than $10,000 per
19bonus unless the Department of Central Management Services
20adopts rules increasing the monetary limit per bonus.
21 Section 99. Effective date. This Act takes effect upon
22becoming law.
