Bill Title: Amends the Illinois Vehicle Code. Provides that the owner of a motor vehicle of the first division or a motor vehicle of the second division weighing 8,000 pounds or less propelled by an electric engine and not utilizing motor fuel who qualifies for any veteran license plate offered by the Secretary of State shall pay the same registration fee as that charged for his or her qualifying plate. Effective immediately.

1 | AN ACT concerning transportation.

2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Illinois Vehicle Code is amended by | ||||||||||||||||||||||||
5 | changing Section 3-805 as follows:

7 | Sec. 3-805. Electric vehicles. | ||||||||||||||||||||||||
8 | (a) Until January 1, 2020, the owner of a motor vehicle of | ||||||||||||||||||||||||
9 | the first division or a motor vehicle of the second division | ||||||||||||||||||||||||
10 | weighing 8,000 pounds or less propelled by an
electric engine | ||||||||||||||||||||||||
11 | and not utilizing motor fuel, may register such vehicle for
a | ||||||||||||||||||||||||
12 | fee not to exceed $35 for a 2-year registration period.
The | ||||||||||||||||||||||||
13 | Secretary may, in his discretion, prescribe that electric | ||||||||||||||||||||||||
14 | vehicle
registration plates be issued for an indefinite term, | ||||||||||||||||||||||||
15 | such term to correspond
to the term of registration plates | ||||||||||||||||||||||||
16 | issued generally, as provided in Section
3-414.1. In no event | ||||||||||||||||||||||||
17 | may the registration fee for electric vehicles exceed
$18 per | ||||||||||||||||||||||||
18 | registration year. Except as provided in subsection (b), | ||||||||||||||||||||||||
19 | beginning Beginning on January 1, 2020, the registration fee | ||||||||||||||||||||||||
20 | for these vehicles shall be equal to the fee set forth in | ||||||||||||||||||||||||
21 | Section 3-806 for motor vehicles of the first division, other | ||||||||||||||||||||||||
22 | than Autocycles, Motorcycles, Motor Driven Cycles, and | ||||||||||||||||||||||||
23 | Pedalcycles. In addition to the registration fees, the |

1 | Secretary shall assess an additional $100 per year in lieu of | ||||||
2 | the payment of motor fuel taxes. $1 of the additional fees | ||||||
3 | shall be deposited into the Secretary of State Special | ||||||
4 | Services Fund and the remainder of the additional fees shall | ||||||
5 | be deposited into the Road Fund.

6 | (b) The owner of a motor vehicle of the first division or a | ||||||
7 | motor vehicle of the second division weighing 8,000 pounds or | ||||||
8 | less propelled by an electric engine and not utilizing motor | ||||||
9 | fuel who qualifies for any veteran license plate offered by | ||||||
10 | the Secretary shall pay the same registration fee as that | ||||||
11 | charged for his or her qualifying plate. | ||||||
