2 | AMENDMENT NO. ______. Amend House Bill 1530 by replacing | ||||||
3 | everything after the enacting clause with the following:

4 | "Section 5. The Illinois Vehicle Code is amended by | ||||||
5 | changing Section 3-698 as follows:
| ||||||
6 | (625 ILCS 5/3-698) | ||||||
7 | Sec. 3-698. U.S. Air Force License Plates. | ||||||
8 | (a) The Secretary, upon
receipt of all applicable fees and | ||||||
9 | applications made in the form prescribed by
the Secretary of | ||||||
10 | State, may issue special registration plates designated as
U.S. | ||||||
11 | Air Force license plates to
residents of Illinois who meet | ||||||
12 | eligibility requirements prescribed by the
Secretary of State. | ||||||
13 | Upon the death of a person that has been issued U.S. Air Force | ||||||
14 | license plates under this Section, that person's surviving | ||||||
15 | spouse shall be entitled to retain the plates so long as the | ||||||
16 | surviving spouse is a resident of Illinois and transfers the |

1 | registration to his or her name within 90 days of their | ||||||
2 | spouse's death. The special plate issued under this Section | ||||||
3 | shall be
affixed
only to passenger vehicles of the first | ||||||
4 | division, motor vehicles of the second
division weighing not | ||||||
5 | more than 8,000 pounds, and recreational vehicles as
defined by | ||||||
6 | Section 1-169 of this Code. Plates issued under this Section | ||||||
7 | shall
expire according to the multi-year procedure established | ||||||
8 | by Section
3-414.1 of this Code. | ||||||
9 | (b) The design, color, and format of the plates shall be | ||||||
10 | wholly
within the discretion of the Secretary of State, except | ||||||
11 | that the U.S. Air Force emblem shall appear on the plates. The | ||||||
12 | Secretary may, in his or
her discretion, allow the plates to be | ||||||
13 | issued as vanity or personalized plates
in accordance with | ||||||
14 | Section 3-405.1 of this Code. The plates are not required
to | ||||||
15 | designate "Land Of Lincoln", as prescribed in subsection (b) of | ||||||
16 | Section
3-412 of this Code. The Secretary shall prescribe the | ||||||
17 | eligibility requirements
and, in his or her discretion, shall | ||||||
18 | approve and prescribe stickers or decals
as provided under | ||||||
19 | Section 3-412. | ||||||
20 | (c) An applicant shall be charged a $20 fee for original | ||||||
21 | issuance
in addition to the applicable registration fee. Of | ||||||
22 | this additional fee,
$15 shall be deposited into the Secretary | ||||||
23 | of State
Special License Plate Fund
and $5 shall be deposited | ||||||
24 | into the Octave Chanute Aerospace Heritage Fund. For
each | ||||||
25 | registration renewal period, a $20 fee, in addition to the | ||||||
26 | appropriate
registration fee, shall be charged. Of this |

1 | additional fee, $2 shall be
deposited into the Secretary
of | ||||||
2 | State Special License Plate Fund and $18 shall be deposited | ||||||
3 | into the Octave Chanute Aerospace Heritage Fund. | ||||||
4 | (d) The Octave Chanute Aerospace Heritage Fund is created | ||||||
5 | as a special fund
in the State treasury. All moneys in the | ||||||
6 | Octave Chanute Aerospace Heritage Fund
shall be paid, subject | ||||||
7 | to appropriation by the General Assembly and
approval by the | ||||||
8 | Secretary, as grants to the Octave Chanute Aerospace Heritage | ||||||
9 | Foundation of Illinois for operational and program expenses of | ||||||
10 | the Chanute Air Museum.
