Bill Title: Amends the Illinois Lottery Law. In a provision concerning scratch-off games for the benefit of Illinois veterans, provides that the net revenue from the games that is deposited into the Illinois Veterans Assistance Fund shall be used to support veteran employment and employment training in addition to certain other veterans' issues. Effective immediately.

AMENDMENT TO HOUSE BILL 1388
2 AMENDMENT NO. ______. Amend House Bill 1388 on page 1, line
31, by replacing "State government" with "veterans"; and
4on page 3, immediately below line 22, by inserting the
5following:
6 "Section 10. The Illinois Vehicle Code is amended by adding
7Section 3-696 as follows:
8 (625 ILCS 5/3-696 new)
9 Sec. 3-696. In God We Trust license plates.
10 (a) The Secretary, upon receipt of all applicable fees and
11applications made in the form prescribed by the Secretary, may
12issue special registration plates designated as In God We Trust
13license plates. The special plates issued under this Section
14shall be affixed only to passenger vehicles of the first
15division or motor vehicles of the second division weighing not

1more than 8,000 pounds. Plates issued under this Section shall
2expire according to the multi-year procedure established by
3Section 3-414.1 of this Code.
4 (b) The design and color of the special plates shall be
5wholly within the discretion of the Secretary. The Secretary
6may, in his or her discretion, allow the plates to be issued as
7vanity or personalized plates in accordance with Section
83-405.1 of this Code. The plates are not required to designate
9"Land of Lincoln", as prescribed in subsection (b) of Section
103-412 of this Code. The Secretary, in his or her discretion,
11shall approve and prescribe stickers or decals as provided
12under Section 3-412.
13 (c) An applicant for the special plate shall be charged a
14$20 fee for original issuance in addition to the appropriate
15registration fee. Of this fee, $5 shall be deposited into the
16Veterans Assistance Fund and $15 shall be deposited into the
17Secretary of State Special License Plate Fund, to be used by
18the Secretary to help defray the administrative processing
19costs.
20 For each registration renewal period, a $20 fee, in
21addition to the appropriate registration fee, shall be charged.
22Of this fee, $18 shall be deposited into the Veterans
23Assistance Fund and $2 shall be deposited into the Secretary of
24State Special License Plate Fund.".
