Bill Title: Amends the Illinois Municipal Code. Provides that the corporate authorities of each municipality may license, tax, and regulate all businesses within their corporate limits. Repeals provisions concerning the licensing, taxing, and regulating of specific types of businesses.

2 | AMENDMENT NO. ______. Amend House Bill 1323 by replacing | ||||||
3 | everything after the enacting clause with the following:

4 | "Section 5. The Illinois Municipal Code is amended by | ||||||
5 | changing Sections 11-42-1, 11-42-2, 11-42-3, 11-42-4, 11-42-5, | ||||||
6 | and 11-42-6 as follows:
| ||||||

8 | Sec. 11-42-1.
The corporate authorities of each | ||||||
9 | municipality may license ,
tax, and regulate all businesses | ||||||
10 | located within their corporate limits. The corporate | ||||||
11 | authorities of each municipality may tax auctioneers, private | ||||||
12 | detectives, demolition contractors,
money changers, bankers, | ||||||
13 | brokers other than insurance brokers, barbers, and the
keepers | ||||||
14 | or owners of lumber yards, lumber storehouses, livery stables, | ||||||
15 | public
scales, ice cream parlors, coffee houses, florists, | ||||||
16 | detective agencies, barber
shops and sellers of tickets for |

1 | theatricals, shows, amusements, athletic
events and other | ||||||
2 | exhibitions at a place other than the theatre or location
where | ||||||
3 | the theatricals, shows, amusements, athletic events and other | ||||||
4 | exhibitions
are given or exhibited. No municipality may impose | ||||||
5 | a tax under this Section, or impose any other amusement or | ||||||
6 | exhibition tax, on ticket sales, membership fees, or any other | ||||||
7 | charges for attending exhibitions or attractions associated | ||||||
8 | with a zoological park authorized under Section 40 of the Cook | ||||||
9 | County Forest Preserve District Act, nor may any municipality | ||||||
10 | impose a duty to collect a tax under this Section, or any other | ||||||
11 | amusement or exhibition tax, on any owner or operator of a | ||||||
12 | zoological park authorized under Section 40 of the Cook County | ||||||
13 | Forest Preserve District Act.

19 | any other tables or implements kept for a similar
purpose in | ||||||
20 | any place of public resort.
