Bill Title: Amends the Illinois Highway Code. Requires, upon written request by the Director of State Police, an interstate highway, State highway, or segment of an interstate highway or State highway to be named in honor and memory of one or more Illinois State Troopers killed in the line of duty. Requires the Director of State Police to submit a request to the Secretary of the Illinois Department of Transportation to erect one or more signs containing certain information about each memorialized Trooper. Requires the Secretary of the Illinois Department of Transportation to consult with the Director of the State Police on the design of the signs and to erect the signs by an agreed upon date. Requires the costs associated with the signs to be borne by the labor organization representing the Trooper. Requires the Secretary of the Illinois Department of Transportation and the labor organization to enter into an agreement regarding payment of those costs before those costs are incurred. Specifies that if the road segment identified in the request has already been named for another individual or organization, then the Secretary of the Illinois Department of Transportation and the Director of State Police shall consult on and determine an alternate location that is acceptable to both agencies. Effective immediately.

| 1 | AN ACT concerning transportation.
| ||||||
| 2 | Be it enacted by the People of the State of Illinois,
| ||||||
| 3 | represented in the General Assembly:
| ||||||
| 4 | Section 5. The Illinois Highway Code is amended by adding | ||||||
| 5 | Section 4-105 as follows:
| ||||||
| 6 | (605 ILCS 5/4-105 new) | ||||||
| 7 | Sec. 4-105. Naming of interstate highways and State | ||||||
| 8 | highways; State Troopers. | ||||||
| 9 | (a) Upon written request by the Director of State Police, | ||||||
| 10 | an interstate highway, State highway, or segment of an | ||||||
| 11 | interstate highway or State highway shall be named in honor and | ||||||
| 12 | memory of one or more Illinois State Troopers killed in the | ||||||
| 13 | line of duty. | ||||||
| 14 | (b) The Director of State Police shall submit a written | ||||||
| 15 | request to the Secretary of the Illinois Department of | ||||||
| 16 | Transportation to erect one or more suitable signs, consistent | ||||||
| 17 | with federal regulations, giving notice of the name of the | ||||||
| 18 | State Trooper, the date of death or date of the incident | ||||||
| 19 | leading to the death to be shown on the signs, and the desired | ||||||
| 20 | location of the signs. | ||||||
| 21 | (c) The Secretary of the Illinois Department of | ||||||
| 22 | Transportation shall consult with the Director of State Police | ||||||
| 23 | on the design of the signs naming the interstate highway, State | ||||||

| 1 | highway, or road segment in honor and memory of each State | ||||||
| 2 | Trooper and shall erect the appropriate signs by an agreed upon | ||||||
| 3 | date. The costs associated with the signs shall be borne by the | ||||||
| 4 | labor organization representing the State Trooper, and the | ||||||
| 5 | Secretary of the Illinois Department of Transportation and the | ||||||
| 6 | labor organization shall enter into an agreement regarding | ||||||
| 7 | payment of those costs before those costs are incurred. | ||||||
| 8 | (d) If the road segment identified in the request has | ||||||
| 9 | already been named for another individual or organization, | ||||||
| 10 | either by action of the General Assembly or the Governor, the | ||||||
| 11 | Secretary of the Illinois Department of Transportation and the | ||||||
| 12 | Director of State Police shall consult on and determine an | ||||||
| 13 | alternate location that is acceptable to both agencies.
| ||||||
| 14 | Section 99. Effective date. This Act takes effect upon | ||||||
| 15 | becoming law.
