Bill Title: Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that the Department shall establish a searchable online database containing information about businesses located in Illinois. Contains provisions concerning registration of businesses. Provides that the Department shall charge an initial registration fee of $100 for small businesses and $200 for businesses that are not small businesses. Provides that the Department shall charge an annual fee of $25 for each registered small business and $50 for each registered business that is not a small business. Provides that the fees shall be deposited into the Illinois Chamber of Commerce Support Fund. Amends the State Finance Act to create the Fund.

| 4 | "Section 5. The Small Business Contracts Act is amended by | ||||||
| 5 | changing Sections 5 and 10 and by adding Sections 12 and 25 as | ||||||
| 6 | follows:

| 8 | Sec. 5. Definitions. For the purposes of this Act, the | ||||||
| 9 | following terms shall have the following definitions: | ||||||
| 10 | "Small business" means a small business as defined in the | ||||||
| 11 | Illinois Procurement Code. | ||||||
| 12 | "State contract" means a State contract, as defined in the | ||||||
| 13 | Illinois Procurement Code, funded with State or federal funds, | ||||||
| 14 | whether competitively bid or negotiated. | ||||||
| 15 | "State official or agency" means a department, officer, | ||||||
| 16 | board, commission, institution, or body politic or corporate of | ||||||

| 1 | the State.

| 2 | "Subcontract" means a subcontract, as defined in the | ||||||
| 3 | Illinois Procurement Code, funded with State or federal funds, | ||||||

| 7 | Sec. 10. Award of State contracts. | ||||||
| 8 | (a) Not less than 10% of the total dollar amount of State | ||||||
| 9 | contracts shall be established as a goal to be awarded as a | ||||||
| 10 | contract or subcontract to small businesses. | ||||||
| 11 | (b) The percentage in subsection (a) relates to the total | ||||||
| 12 | dollar amount of State contracts during each State fiscal year, | ||||||
| 13 | calculated by examining independently each type of contract for | ||||||
| 14 | each State official or agency which lets such contracts.

| 17 | Sec. 12. Small business presentations. During each fiscal | ||||||
| 18 | year, the chief procurement officers, individually or as a | ||||||
| 19 | group, may provide presentations at which small businesses may | ||||||
| 20 | learn about the contracting process and how to apply for | ||||||
| 21 | contracts.

| 23 | Sec. 25. Rulemaking. Subject to rulemaking provisions in | ||||||

| 3 | this Act.

| 4 | Section 99. Effective date. This Act takes effect upon | ||||||
| 5 | becoming law.".
