Bill Title: Amends the Illinois Vehicle Code. Allows a motor vehicle to be towed and impounded for a period of 48-hours if the driver operating the motor vehicle is arrested for reckless driving. Requires an impounding agency to release a motor vehicle regardless of the 48-hour holding period when specified conditions are met.
