Summary
Creates the Mobile and Manufactured Home Ombudsperson Act. Creates the Office of the Mobile and Manufactured Home Ombudsperson within the Department of Public Health. Provides that the Ombudsperson shall offer training, educational materials and course offerings for residents, owners, and other interested persons or groups on the operation and management of mobile and manufactured home parks and the relevant laws that are applicable. Requires the Ombudsperson to establish a written policy for resolving complaints made by residents and a dispute resolution process to assist resolving disputes between owners of mobile home parks and residents. Provides that the owner of a manufactured home park that is operated for profit shall pay to the Office of the Mobile and Manufactured Home Ombudsperson a specified annual fee for each lot within the park. Imposes late payment penalties. Provides that fees and penalties collected by the Office of the Mobile and Manufactured Home Ombudsperson must be deposited into the Mobile and Manufactured Home Ombudsperson Fund, a special fund in the State treasury. Provides that money in the Fund may be used to pay necessary administrative costs and to assist eligible persons, including veterans and persons with disabilities, by supplementing their monthly rent for the manufactured home lot on which their manufactured home is located, in accordance with specified criteria. Amends the State Finance Act to include the Fund as a special fund. Effective January 1, 2027.
