AMENDMENT TO SENATE BILL 1749
2 AMENDMENT NO. ______. Amend Senate Bill 1749 by replacing
3everything after the enacting clause with the following:
4 "Section 1. Short title. This Act may be cited as the
5Illinois Commission on Amateur Sports Act.
6 Section 5. Illinois Commission on Amateur Sports; purpose;
7duties.
8 (a) The Illinois Commission on Amateur Sports is created.
9 (b) The purpose of the Commission is to research, study,
10and to make recommendations to the Governor, the General
11Assembly, and the Department of Commerce and Economic
12Opportunity about the promotion, development, expansion,
13hosting, and fostering of amateur sports, amateur sports
14programs, and amateur sporting events and tournaments
15throughout the State.
16 (c) Recommendations made by the Commission shall focus

1generally on the promotion and encouragement of physical
2fitness through the participation in amateur sports and
3amateur sports programs and on the development of local and
4statewide business opportunities and economic development
5relating to amateur sports, amateur sports programs,
6competitions, events and tournaments. The recommendations
7reported by the Commission to the Governor, the General
8Assembly, and the Department of Commerce and Economic
9Opportunity shall include, but are not limited to, the
10following objectives:
11 (1) To provide workshops, training, and conferences to
12 schools and communities throughout the State to increase
13 youth participation in amateur sports and amateur sports
14 programs.
15 (2) To connect public, private, local, and State
16 entities to generate funding for amateur sports programs
17 and to facilitate the communication of information
18 statewide about amateur sports programs and events.
19 (3) To support the development of and investment in an
20 Olympic Training Center in the State.
21 (4) To promote the participation of community amateur
22 sports programs in national and international amateur
23 athletic competitions and events.
24 (5) To encourage the inclusion and participation of
25 persons with disabilities in amateur sports and amateur
26 sports programs.

1 (6) To encourage the inclusion and participation of
2 persons from historically disadvantaged communities in
3 amateur sports and amateur sports programs.
4 (7) To support and encourage the development of sports
5 tourism.
6 Section 10. Membership.
7 (a) The Commission shall include the following members:
8 (1) Four members appointed by the Governor who have
9 recognized experience in promoting, organizing, or
10 administering amateur sports programs or other athletic
11 organizations.
12 (2) Two members appointed by the Governor who are
13 Olympians and who participated in youth sports.
14 (3) One member of the Senate appointed by the
15 President of the Senate.
16 (4) One member of the Senate appointed by the Minority
17 Leader of the Senate.
18 (5) One member of the House of Representatives
19 appointed by the Speaker of the House of Representatives.
20 (6) One member of the House of Representatives
21 appointed by the Minority Leader of the House of
22 Representatives.
23 (7) One member appointed by the Governor who
24 represents an Illinois high school athletic association.
25 (8) One member appointed by the Governor who

1 represents an Illinois collegiate athletic association.
2 (9) One member appointed by the Governor who is a
3 representative of the Illinois Council of Convention and
4 Visitor Bureaus or represents any other similar
5 State-certified entity.
6 (10) Fifteen members appointed by the Governor who
7 shall individually represent one category of the following
8 amateur youth sports, but shall as a group represent all
9 of the following categories of amateur youth sports:
10 (A) Baseball.
11 (B) Basketball.
12 (C) Gymnastics.
13 (D) Cross country running or other track and field
14 sports.
15 (E) Football.
16 (F) Golf.
17 (G) Hockey.
18 (H) Soccer.
19 (I) Softball.
20 (J) Swimming.
21 (K) Volleyball.
22 (L) Cheerleading.
23 (M) Wrestling.
24 (N) Tennis.
25 (O) The Special Olympics.
26 (b) More than 4 members of the General Assembly may be

1appointed to serve on the Commission as long as the number of
2members appointed at any time, except during a vacancy,
3represent equally each of the majority and minority caucuses
4of each house.
5 (c) The Governor shall select the chairperson of the
6Council from among the members.
7 Section 15. Terms; meetings; support; expenses.
8 (a) Each member of the Commission shall be appointed for a
92-year term, or until his or her successor is appointed. The
10Governor may stagger the members' terms to ensure continuity
11in the performance of the Commission's responsibilities.
12 (b) The Commission shall meet initially within 30 days
13after the effective date of this Act, and at least quarterly
14thereafter, at the times and places in this State that the
15Commission designates.
16 (c) The Department of Commerce and Economic Opportunity
17shall provide administrative and other support to the
18Commission.
19 (d) Members of the Commission shall receive no
20compensation for their participation, but may be reimbursed by
21the Department of Commerce and Economic Opportunity for
22expenses in connection with their participation, including
23travel, subject to the rules of the appropriate travel control
24board, if funds are available.

1 Section 20. Reporting. The Commission shall submit a
2report of its findings, research, and recommendations to the
3Governor, the General Assembly, and the Department of Commerce
4and Economic Opportunity on or before December 31, 2023 and
5each December 31 thereafter.
6 Section 99. Effective date. This Act takes effect upon
7becoming law.".
