AMENDMENT TO SENATE BILL 1069
AMENDMENT NO. ______. Amend Senate Bill 1069 by replacing
everything after the enacting clause with the following:
"Section 1. Short title. This Act may be cited as the Wind
Turbine Stewardship and Takeback Program Act.
Section 5. Definition. In this Act, "Agency" means the
Environmental Protection Agency.
Section 10. Wind turbine stewardship and takeback program.
On and after January 1, 2026, a wind turbine owner shall
participate in a wind turbine stewardship and takeback program
under which, where realistic, the wind turbine owner shall
recycle wind turbine components that are not toxic after their
useful life instead of disposing them in landfills.
Section 15. Program plan. A wind turbine owner shall file

a plan for the owner's wind turbine stewardship and takeback
program with the Agency.
Section 20. Guidance and rules. The Agency shall develop
guidance for wind turbine stewardship and takeback programs
established under this Act. The Agency may adopt any rules
necessary to implement the provisions of this Act.
Section 99. Effective date. This Act takes effect January
1, 2025.".
