AMENDMENT TO SENATE BILL 858
2 AMENDMENT NO. ______. Amend Senate Bill 858 by replacing
3everything after the enacting clause with the following:
4 "Section 5. The Illinois Criminal Justice Information Act
5is amended by changing Section 7.9 as follows:
6 (20 ILCS 3930/7.9)
7 (Section scheduled to be repealed on July 1, 2027)
8 Sec. 7.9. Firearm Prohibitors and Records Improvement Task
9Force.
10 (a) As used in this Section, "firearms prohibitor" means
11any factor listed in Section 4 of the Firearm Owners
12Identification Card Act or Section 24-3 or 24-3.1 of the
13Criminal Code of 2012 that prohibits a person from
14transferring or possessing a firearm, firearm ammunition,
15Firearm Owner's Identification Card, or concealed carry
16license.

1 (b) The Firearm Prohibitors and Records Improvement Task
2Force is created to identify and research all available
3grants, resources, and revenue that may be applied for and
4used by all entities responsible for reporting federal and
5State firearm prohibitors to the Illinois State Police and the
6National Instant Criminal Background Check System. Under the
7Firearm Owners Identification Card Act, these reporting
8entities include, but are not limited to, hospitals, courts,
9law enforcement and corrections. The Task Force shall identify
10weaknesses in reporting and recommend a strategy to direct
11resources and revenue to ensuring reporting is reliable,
12accurate, and timely. The Task Force shall inventory all
13statutorily mandated firearm and gun violence related data
14collection and reporting requirements, along with the agency
15responsible for collecting that data, and identify gaps in
16those requirements. The Task Force shall submit a coordinated
17application with and through the Illinois Criminal Justice
18Information Authority for federal funds from the National
19Criminal History Improvement Program and the NICS Acts Record
20Improvement Program. The Firearm Prohibitors and Records
21Improvement Task Force shall be comprised of the following
22members, all of whom shall serve without compensation:
23 (1) the Executive Director of the Illinois Criminal
24 Justice Information Authority or the Executive Director's
25 designee, who shall serve as Chair;
26 (2) the Director of the Illinois State Police, or his

1 or her designee;
2 (3) the Secretary of Human Services, or his or her
3 designee;
4 (4) the Director of Corrections, or his or her
5 designee;
6 (5) the Attorney General, or his or her designee;
7 (6) the Director of the Administrative Office of the
8 Illinois Courts, or his or her designee;
9 (7) a representative of an association representing
10 circuit clerks appointed by the President of the Senate;
11 (8) a representative of an association representing
12 sheriffs appointed by the House Minority Leader;
13 (9) a representative of an association representing
14 State's Attorneys appointed by the House Minority Leader;
15 (10) a representative of an association representing
16 chiefs of police appointed by the Senate Minority Leader;
17 (11) a representative of an association representing
18 hospitals appointed by the Speaker of the House of
19 Representatives;
20 (12) a representative of an association representing
21 counties appointed by the President of the Senate; and
22 (13) a representative of an association representing
23 municipalities appointed by the Speaker of the House of
24 Representatives.
25 (c) The Illinois Criminal Justice Information Authority
26shall provide administrative and other support to the Task
