AMENDMENT TO SENATE BILL 534
AMENDMENT NO. ______. Amend Senate Bill 534 by replacing
everything after the enacting clause with the following:
"Section 5. The Department of Labor Law of the Civil
Administrative Code of Illinois is amended by adding Section
1505-215 as follows:
(20 ILCS 1505/1505-215 new)
Sec. 1505-215. Commission on Diversity in Active
Apprenticeship Programs Approved by the United States
Department of Labor.
(a) There is created within the Department the Commission
on Diversity in Active Apprenticeship Programs Approved by the
United States Department of Labor to increase minority
participation in active apprentice programs in Illinois that
are approved by the United States Department of Labor. The
Commission shall identify barriers to minorities gaining

access to construction careers and make recommendations to the
Governor and the General Assembly for policies to remove those
barriers.
(b) The Commission shall consist of 21 members, appointed
by the Governor as follows:
the Director of Labor or his or her designee who shall
serve as chairperson of the Commission;
the Director of Commerce and Economic Opportunity or
his or her designee;
the Chairman of the Board of Directors of the Illinois
State Toll Highway Authority or his or her designee;
the Executive Director of the Capital Development
Board or his or her designee;
the Secretary of Transportation or his or her designee;
six members of the Senate recommended by the Senate
President, which must include at least one
African-American Senator and one Hispanic Senator;
six members of the House of Representatives
recommended by the Speaker of the House, which must include
at least one African-American Representative and one
Hispanic Representative; and
four persons from a statewide labor organization
representing more than one international union.
(c) The Commission shall meet no less than 4 times each
year, and shall at least annually make recommendations to the
Department, the Governor, and the General Assembly. These

recommendations shall include short-term and long-term
solutions, and shall include suggestions for minority
inclusion in public works projects.
(d) The Department shall provide administrative support
and staffing for the Commission. The Department may hire staff
to perform outreach in promoting diversity in active
apprenticeship programs approved by the United States
Department of Labor.
(e) At the request of the Commission, racial and gender
workforce diversity information shall be provided to the
Commission by contractors receiving State or other public funds
and by labor unions with members working on projects receiving
State or other public funds.
Section 99. Effective date. This Act takes effect upon
becoming law.".
