| 2 | AMENDMENT NO. ______. Amend Senate Bill 467 by replacing | ||||||
| 3 | everything after the enacting clause with the following:

| 4 | "Section 5. The Illinois Articulation Initiative Act is | ||||||
| 5 | amended by changing Sections 5 and 25 and by adding Section 35 | ||||||
| 6 | as follows:
| ||||||
| 7 | (110 ILCS 152/5) | ||||||
| 8 | Sec. 5. Legislative findings. The General Assembly finds | ||||||
| 9 | and declares that in January of 1993, the Board of Higher | ||||||
| 10 | Education, the Illinois Community College Board, and transfer | ||||||
| 11 | coordinators from Illinois colleges and universities jointly | ||||||
| 12 | launched the Illinois Articulation Initiative to ease the | ||||||
| 13 | transfer of students among Illinois public and independent | ||||||
| 14 | associate and baccalaureate degree-granting institutions. The | ||||||
| 15 | General Assembly finds and declares that the Illinois | ||||||
| 16 | Articulation Initiative was driven by the following | ||||||

| |||||||
| 1 | foundational ideas: | ||||||
| 2 | (1) that associate and baccalaureate degree-granting | ||||||
| 3 | institutions are equal partners in educating college | ||||||
| 4 | freshmen and sophomores; | ||||||
| 5 | (2) that faculties should take primary responsibility | ||||||
| 6 | for developing and maintaining program and course | ||||||
| 7 | articulation;and | ||||||
| 8 | (3) that institutions are expected to work together to | ||||||
| 9 | facilitate transfer for lower-division baccalaureate | ||||||
| 10 | programs; and . | ||||||
| 11 | (4) that nearly 300 common course descriptor codes are | ||||||
| 12 | used to identify approved courses with common course | ||||||
| 13 | content and learning outcomes. | ||||||
| 14 | The General Assembly finds and declares that students have | ||||||
| 15 | benefited by receiving the General Education Core Curriculum | ||||||
| 16 | and transferring across institutions of higher education. | ||||||

| 19 | Sec. 25. Board of Higher Education and the Illinois | ||||||
| 20 | Community College Board duties. | ||||||
| 21 | (a) The Board of Higher Education and the Illinois | ||||||
| 22 | Community College Board shall co-manage the implementation, | ||||||
| 23 | oversight, and evaluation of the Illinois Articulation | ||||||
| 24 | Initiative, including determining when panels must be | ||||||
| 25 | discontinued or convened and the specific requirements of the | ||||||

| 1 | General Education Core Curriculum. Panels must be convened | ||||||
| 2 | across the fields of General Education, Communications, | ||||||
| 3 | Humanities and Fine Arts, Life Sciences, Physical Sciences, | ||||||
| 4 | Social and Behavioral Sciences, Mathematics, Elementary and | ||||||
| 5 | Secondary Education, and other fields as determined by the | ||||||
| 6 | Board of Higher Education and the Illinois Community College | ||||||
| 7 | Board. | ||||||
| 8 | (b) The Board of Higher Education and the Illinois | ||||||
| 9 | Community College Board shall provide a joint report on an | ||||||
| 10 | annual basis to the General Assembly, the Governor, and the | ||||||
| 11 | Illinois P-20 Council on the status of the Illinois | ||||||
| 12 | Articulation Initiative and the implementation of this Act. | ||||||
| 13 | (c) On or before September 1, 2024, the Board of Higher | ||||||
| 14 | Education and the Illinois Community College Board, in | ||||||
| 15 | collaboration with public institutions, shall establish a | ||||||
| 16 | workgroup to develop a comprehensive implementation plan for | ||||||
| 17 | the adoption of a common course numbering system. The common | ||||||
| 18 | course numbering system shall be consistent with course codes | ||||||
| 19 | assigned through the Illinois Articulation Initiative. The | ||||||
| 20 | common course numbering system shall be student-facing to | ||||||
| 21 | ensure that comparable courses across all public institutions | ||||||
| 22 | have the same course number. | ||||||
| 23 | The implementation plan shall be adopted by both the Board | ||||||
| 24 | of Higher Education and Illinois Community College Board on or | ||||||
| 25 | before June 30, 2025. The workgroup established under this | ||||||
| 26 | subsection (c) shall convene annually thereafter to review | ||||||

| 1 | progress toward fully implementing the developed common course | ||||||
| 2 | numbering system. | ||||||

| 6 | (a) Beginning with the 2026-2027 academic year, all public | ||||||
| 7 | institutions shall adopt a common course numbering system for | ||||||
| 8 | all Illinois Articulation Initiative General Education Core | ||||||
| 9 | Curriculum courses based on the implementation plan of the | ||||||
| 10 | workgroup established under subsection (c) of Section 25. | ||||||
| 11 | (b) Beginning with the 2027-2028 academic year, all public | ||||||
| 12 | institutions shall adopt a common course numbering system for | ||||||
| 13 | all Illinois Articulation Initiative major courses based on | ||||||
| 14 | the implementation plan of the workgroup established under | ||||||
| 15 | subsection (c) of Section 25. | ||||||
| 16 | (c) Each public institution shall incorporate common | ||||||
| 17 | course numbers from the adopted common course numbering system | ||||||
| 18 | developed by the workgroup established under subsection (c) of | ||||||
| 19 | Section 25 in each public institution's course catalog.
