| 1 | AMENDMENT TO HOUSE BILL 5574 | ||||||
| 2 | AMENDMENT NO. ______. Amend House Bill 5574 by replacing | ||||||
| 3 | everything after the enacting clause with the following: | ||||||
| 4 | "Section 5. The Program of All-Inclusive Care for the | ||||||
| 5 | Elderly Act is amended by adding Sections 18 and 22 as follows: | ||||||
| 6 | (320 ILCS 40/18 new) | ||||||
| 7 | Sec. 18. Outreach and public education. | ||||||
| 8 | (a) The Department, in consultation with the Department on | ||||||
| 9 | Aging and contracted PACE organizations, shall develop and | ||||||
| 10 | maintain comprehensive, high-quality educational and outreach | ||||||
| 11 | materials designed to inform eligible persons, their families, | ||||||
| 12 | and caregivers about the PACE program. | ||||||
| 13 | (b) The materials required under subsection (a) shall be | ||||||
| 14 | produced in a professional, easy-to-read, and visually | ||||||
| 15 | engaging format. At a minimum, these materials shall: | ||||||
| 16 | (1) explain the integrated, interdisciplinary model of | ||||||

| 1 | care provided by PACE; | ||||||
| 2 | (2) detail the eligibility requirements and the | ||||||
| 3 | voluntary enrollment process; | ||||||
| 4 | (3) outline the specific benefits, including medical, | ||||||
| 5 | social, and long-term care services; and | ||||||
| 6 | (4) provide contact information for all active PACE | ||||||
| 7 | organizations in the State. | ||||||
| 8 | (c) The Department shall ensure these materials are | ||||||
| 9 | available in both printed and electronic formats and are | ||||||
| 10 | translated into the 3 most commonly spoken languages in the | ||||||
| 11 | State other than English. | ||||||
| 12 | (d) The Department shall distribute these materials to | ||||||
| 13 | Area Agencies on Aging, local health departments, and | ||||||
| 14 | hospitals in PACE covered service areas, and shall require | ||||||
| 15 | each contracted PACE organization to maintain a supply for | ||||||
| 16 | public distribution. | ||||||
| 17 | (320 ILCS 40/22 new) | ||||||
| 18 | Sec. 22. PACE Advisory Board. | ||||||
| 19 | (a) The Director of Healthcare and Family Services shall | ||||||
| 20 | appoint a PACE Advisory Board to consult with the Department | ||||||
| 21 | on the administration of this Act. | ||||||
| 22 | (b) The Advisory Board shall be composed of the following | ||||||
| 23 | persons: | ||||||
| 24 | (1) the Director of Healthcare and Family Services, or | ||||||
| 25 | his or her designee, who shall serve as chairperson; | ||||||

| 1 | (2) one representative each of the Department on Aging | ||||||
| 2 | and the Department of Human Services; | ||||||
| 3 | (3) three members who shall be selected from the | ||||||
| 4 | recommendations of a statewide organization representing | ||||||
| 5 | PACE providers; | ||||||
| 6 | (4) two members who represent the general public and | ||||||
| 7 | who have no responsibility for management or formation of | ||||||
| 8 | policy or financial interest in a PACE organization; | ||||||
| 9 | (5) one member who is a PACE participant or a | ||||||
| 10 | participant's legal guardian; and | ||||||
| 11 | (6) one member who shall be selected from the | ||||||
| 12 | recommendations of Illinois consumer organizations that | ||||||
| 13 | engage in advocacy on behalf of the elderly. | ||||||
| 14 | (c) The Advisory Board shall meet as frequently as the | ||||||
| 15 | chairperson deems necessary, but not less than 4 times each | ||||||
| 16 | year. Upon request by 4 or more members, the chairperson shall | ||||||
| 17 | call a meeting of the Advisory Board. | ||||||
| 18 | (d) The Advisory Board shall advise the Department on all | ||||||
| 19 | aspects of its responsibilities under this Act, including, but | ||||||
| 20 | not limited to, the format and content of any rules adopted by | ||||||
| 21 | the Department and the development of capitation rate | ||||||
| 22 | methodologies. During its review of rules or rate | ||||||
| 23 | methodologies, the Advisory Board shall analyze the economic | ||||||
| 24 | and regulatory impact of those actions on the sustainability | ||||||
| 25 | of PACE organizations and the quality of care provided to | ||||||
| 26 | participants.". | ||||||
