AMENDMENT TO HOUSE BILL 5524

2    AMENDMENT NO. ______. Amend House Bill 5524 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Public Utilities Act is amended by adding
5Section 9-254 as follows:
 
6    (220 ILCS 5/9-254 new)
7    Sec. 9-254. Utility charge transparency website and
8report.    
9    (a) The Commission on Government Forecasting and
10Accountability shall publish a report that contains a list of
11any charges, either required or permitted by law or approved
12by the Commission, that are charged by an electric utility on a
13residential customer's monthly utility bill, other than
14delivery or supply charges. The Commission on Government
15Forecasting and Accountability shall include the following
16information for any charge in the list:

1        (1) the statutory authority for the charge or the
2    Commission order approving the charge;
3        (2) the entity or fund to which the charge is
4    remitted;
5        (3) any programs or services supported by the charge;
6    and
7        (4) the full amount collected annually from the charge
8    in calendar year 2025.
9    (b) The Commission on Government Forecasting and
10Accountability shall deliver the report to the Commission,
11President of the Senate, Minority Leader of the Senate,
12Speaker of the House of Representatives, and Minority Leader
13of the House of Representatives no later than 12 months after
14the effective date of this amendatory Act of the 104th General
15Assembly. The Commission, the State Comptroller, the
16Department of Commerce and Economic Opportunity, and each
17electric utility in this State shall submit any information
18requested by the Commission on Government Forecasting and
19Accountability pursuant to this Section in a timely manner.
20The Commission shall maintain a website with a link to the
21completed report. The Commission may, in addition to a link to
22the completed report, provide a link on the website to other
23websites that contain similar information.".
